
Proactive response, ensuring social security
According to the plan, the key objective is to ensure the timely reserve and supply of goods, materials, and essential necessities to serve people in case of natural disasters, especially in remote and isolated areas. Adequate preparation of food, drinking water, fuel, construction materials, etc. will contribute to minimizing damage, ensuring social security and balancing supply and demand in the area.
The Department of Industry and Trade requires that the organization of reserves must follow the "4 on-site" principle (on-site command, on-site forces, on-site means, on-site supplies and logistics), and at the same time strengthen coordination between departments, branches and localities to regulate goods when natural disasters, storms and floods occur, avoiding shortages of goods and local price hikes.
Strengthening supply, ready to respond
The Industry and Trade sector has clearly identified the key task of proactively preparing essential goods to be ready to mobilize when necessary. Enterprises are encouraged to grasp the amount of inventory, develop reasonable reserve plans for items such as rice, gasoline, kerosene, salt, instant noodles, clean water... to meet the urgent needs of people when natural disasters occur, and at the same time have reasonable rotation plans to avoid backlog after the rainy season.
Petroleum businesses must also proactively stockpile, ensure safety against flooding and explosions at stores and tanks, and be ready to supply to isolated areas. Reserved goods will be kept in warehouses of businesses, supermarkets, shopping centers, and convenience stores, ready to be transported to areas affected by natural disasters.
Close coordination in regulating and distributing goods
When natural disasters and floods occur, the People's Committees of communes and wards shall, based on the established plan, proactively regulate and mobilize human resources and on-site means to distribute goods to isolated areas. In case of exceeding the regulatory capacity, the locality shall report to the Department of Industry and Trade to promptly mobilize and supply goods, ensuring market stability.
The Department of Industry and Trade will regularly monitor market developments and natural disaster situations, directly coordinate with goods suppliers to regulate and supply to necessary places. At the same time, the Market Management Department will strengthen inspection, control, and strictly handle acts of taking advantage of natural disasters to speculate, hoard goods, and unreasonably increase prices.
Promoting the role of businesses and localities
Currently, the province has 22 operating industrial clusters, 234 markets, 21 supermarkets, 03 large commercial centers (Vincom, Aeon and other commercial centers) and more than 400 convenience stores - this is an important distribution network mobilized to participate in the reserve plan.
The Department of Industry and Trade assigned the Trade Management Division to take the lead in implementing the plan, coordinating with the People's Committees at the commune level, supermarkets, shopping centers, and convenience stores to organize the reserve of essential goods before the rainy and stormy season, especially in remote areas. The Planning and Synthesis Division coordinated with the Department of Finance to advise on budget allocation; other departments and units in the Department were assigned specific tasks in safety inspection, reservoir operation, market control, and ensuring safe production.
In addition, the People's Committees of communes and wards are required to proactively develop appropriate reserve plans, make a list of traders capable of participating in market stabilization, prepare mobile sales points in isolated areas, and ensure timely supply of essential goods to people.
Ensuring market stability, serving the people
Distribution businesses, supermarkets, shopping malls and retail stores must develop business plans and stock up on goods throughout, even in cases where they are forced to temporarily suspend operations due to natural disasters. At the same time, increase online sales channels via hotline, Zalo, Facebook... to support people to access goods quickly and safely.
The Department of Industry and Trade affirmed: The implementation of the Plan for reserving goods and essential necessities for natural disaster prevention and control in the period of 2026 - 2030 is an important task, demonstrating the initiative of Tay Ninh province in natural disaster prevention and control, contributing to ensuring stable people's lives, maintaining market order and sustainable economic development.
