Thanh Hoa: Synchronous and modern infrastructure - "Backbone" of the economy

The 2020-2025 term identifies infrastructure development as one of the breakthroughs. In that spirit, the entire Thanh Hoa province has prioritized and mobilized resources to invest in building, renovating, and synchronously upgrading infrastructure, creating a "runway" to soon turn Thanh Hoa into a new growth pole.

Synchronized connection, promoting regional connectivity

Identifying the North - South expressway section through the province, 98.8km long, as a "backbone" axis with 7 interconnecting intersections radiating to localities in the province, is an important factor promoting socio -economic development, creating conditions to attract investors. Immediately after the North - South expressway was completed and put into use, to ensure connectivity, the province prioritized resources, allocating nearly 8,300 billion VND from the budget to invest in a number of large-scale traffic projects with 4 - 8 lanes connecting key routes of the province with the expressway through intersections. Recognizing the development of the province's transport system, at the meeting to connect businesses between Seongnam City (Korea) and Thanh Hoa Province in 2025, Mr. Shin Sang Jin, Mayor of Seongnam City, highly appreciated the development of Thanh Hoa Province's infrastructure, especially the connecting transport system along with its strategic geographical location, abundant human resources and rapid industrialization. He believes that the rapid development of Thanh Hoa Province's infrastructure will create favorable conditions to attract Korean and foreign investors.

During the 2020-2025 period, the province mobilized more than VND 21,341.4 billion to invest in road infrastructure. From this capital source, the province focused on investing in large projects and works with inter-regional and inter-district connectivity. It is expected that by the end of 2025, the province will complete the investment in upgrading and expanding 365.9 km of national highways and provincial roads; and hardening 486 km of commune, village and hamlet roads.

Many key traffic routes have been completed and put into operation, such as: North-South Expressway, East-West Avenue of Thanh Hoa City, the road connecting National Highway 1 with National Highway 45, Van Thien - Ben En Road... Important projects are being implemented or studied for investment, such as: Coastal road, traffic route from Bim Son Industrial Park (IP) to the coastal road section Nga Son - Hoang Hoa, Eastern branch of Ring Road 3, traffic route connecting National Highway 217 with National Highway 45...

Regarding aviation and seaport infrastructure, the Ministry of Transport (now the Ministry of Construction ) has approved the planning of Tho Xuan Airport for the 2021-2030 period, with a vision to 2050, with the function of an international airport, a reserve for Noi Bai International Airport, with a capacity of 5 million passengers/year and 27,000 tons of cargo/year. Thanh Hoa seaport is planned by the Prime Minister with the potential to become a special port. Nghi Son seaport infrastructure continues to be invested and completed according to the plan; to date, 25 ports have been put into operation with a total wharf length of more than 5km, the volume of goods passing through the port reaching 47 million tons/year.

Industrial infrastructure breakthrough

If transport infrastructure is considered the "backbone", then the infrastructure of industrial parks and industrial clusters (IPs) is the "framework" supporting industrial production. The province identifies Nghi Son Economic Zone (KKTNS) as the key point, the largest growth pole, located in the coastal economic corridor. This is also one of the development "quadrilaterals" of the province, investing in building synchronous, modern, and regionally connected transport infrastructure is of particular importance in attracting investment. In the period of 2021-2025, the province has mobilized 6,296 billion VND to invest in technical infrastructure in the KKTNS. Currently, a number of key projects have been completed and put into use, such as: East-West Road 4 to Nghi Son Port, conversion of Tuan Cung River...; completed 10 resettlement areas to serve migration, site clearance for projects in the KKTNS.

From 2021 to now, the whole province has invested in and completed 692 hectares of industrial park infrastructure; it is expected that by the end of 2025, the investment in industrial park infrastructure will reach 832 hectares, bringing the total area of ​​industrial parks with infrastructure investment in the whole province to 2,335 hectares. The whole province has newly established 21 industrial parks with a total area of ​​931.14 hectares; up to now, there are 46 industrial parks in the province under implementation with a total area of ​​more than 1,600 hectares, with a total registered investment capital of nearly 12,000 billion VND; of which 5 industrial parks have basically completed technical infrastructure, attracting secondary investment projects.

Creating growth momentum

Synchronous infrastructure development is identified as one of the important factors contributing to Thanh Hoa soon becoming a new growth pole, together with Hanoi, Hai Phong, Quang Ninh becoming a development quadrangle in the North in the spirit of Resolution No. 58-NQ/TW. Entering a new era with the whole country, in the period of 2025-2030, the province has identified a breakthrough in building and completing a synchronous and modern socio-economic infrastructure system, focusing on transport infrastructure; infrastructure of economic zones, industrial parks, and industrial clusters. Not only stopping at "hard" infrastructure, our province also focuses on "soft" infrastructure, such as: digital infrastructure, information technology, digital transformation, tourism infrastructure and infrastructure to adapt to climate change.

In the 2025-2030 period, the province focuses on developing synchronous, modern, and interconnected transport infrastructure inside and outside the province. From this policy, major projects such as coastal roads, beltways, bridges, new rural roads, etc. will continue to be accelerated. At the same time, the province will study and build routes connecting Thanh Hoa with the Northwest and Laos. To effectively promote the high-speed railway through the province, connecting traffic routes will be studied, planned, and built promptly. Regarding aviation and seaport infrastructure, the province will synchronously combine public investment and investment from socialized sources to upgrade and expand Tho Xuan Airport, striving to become an international airport by 2030. At the same time, invest in building general ports, container ports, specialized ports and dredging the shipping channels into the port to soon complete the Nghi Son Seaport system and the ports of Lach Sung, Quang Chau, Quang Nham - Hai Chau according to the plan...
