Thanh Hoa mobilized the entire political system to implement the project.

At the inauguration ceremony of the 500 kV line project circuit 3 from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) on August 29, comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, gave a speech affirming that Thanh Hoa province always identifies the successful implementation of the project as one of the top political tasks of the province.

Dear delegates, distinguished guests, and all fellow countrymen, ladies and gentlemen !

With the awareness that the 500kV Line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) is a national key project, with a great role, position and impact on socio -economic development, ensuring national defense and security of the country and of the localities where the project passes through; from the beginning of 2024 up to now, Thanh Hoa province has always identified the successful implementation of the project as one of the top political tasks of the province.

As a locality with a long power line (131 km/519 km), a large number of foundations and columns (299 locations, 137 anchorages), with 03 component projects: Thanh Hoa 500kV Transformer Station Project; Nam Dinh 1 Thermal Power Plant 500kV Power Line Project - Thanh Hoa; Quynh Luu - Thanh Hoa 500kV Power Line Project, passing through 11 districts, towns, 62 communes, wards and towns, with 63,942 hectares of land of all kinds being recovered, affecting 1,842 households; Thanh Hoa identified this as an honor, as well as a great responsibility for local Party committees, authorities and organizations in the province. Therefore, from the very first days of implementation, Party committees, authorities and the entire political system of Thanh Hoa province have focused on leading, directing, creating conditions and giving the highest priority to completing legal procedures; Organize a review of land use plans, constructions and projects affected by the projects to take measures to handle and resolve them, creating the most favorable conditions for project implementation.

Immediately after the projects were approved for investment, Thanh Hoa province mobilized all resources to carry out related work; actively coordinated closely with the Investor in site clearance, especially in developing a resettlement plan for affected households in a direction that is equal and better than the old place of residence. In addition, it has stepped up propaganda and mobilized people to deeply understand the meaning and importance of the Project for ensuring national energy security and socio-economic development of the province; creating high consensus and unity among the people in implementation.

Overcoming "cold winter nights, fiery summer days", by May 29, 2024, Thanh Hoa province has completed handing over all column foundation positions and anchorages to the Investor to carry out the Project construction (being one of the first 3 provinces to complete the handover of the Project site).

Entering the construction phase, Thanh Hoa province has promoted its great rear role, mobilizing the synchronous and effective participation of Party committees at all levels, authorities, mass organizations and people in the areas where the Project passes through in supporting units to clear the corridor and support the Project construction; mobilizing available resources, creating the best logistical conditions for officers, engineers, workers and laborers participating in the Project implementation in the area.

With drastic, synchronous and effective solutions; Thanh Hoa province's work contents have been completed ahead of schedule, ensuring the requirements of energizing and inaugurating the entire 500kV line 3 circuit Quang Trach - Pho Noi according to the direction of the Prime Minister, and has been coordinating with investors to focus on restoring works serving the construction and taking care of the lives of people in the project area.

The inauguration of the component projects of the 500kV Line 3 today is the result of the close, decisive and effective leadership and direction of the Party Central Committee and the Government, directly by the Prime Minister, with the spirit of "Overcoming the sun, overcoming the rain", "Only discussing action, not retreating"; the close coordination of the Central committees, ministries and branches; along with the efforts and determination of Vietnam Electricity Group and the timely direction of local Party committees, authorities and organizations at all levels; especially the support of people in the Project area.

In a joyful, emotional and proud atmosphere, I would like to sincerely thank the Party Central Committee, the National Assembly, the Government and the Prime Minister for deciding to invest, construct and complete this project of historical significance, contributing to enhancing the transmission capacity of the national power system, contributing to the socio-economic development of the country and localities, including Thanh Hoa province.

Through the strong leadership of the Central Government, the Government and the Prime Minister, we have learned many valuable lessons in leadership, direction, management and implementation of tasks. Practice has shown that nothing is impossible. If there is solidarity, effort, determination and the support of the people, any difficulty can be overcome and any challenge can be won.

With sincere and respectful feelings, I would like to wish the Prime Minister, Party and State leaders, leaders of Central departments, ministries, branches, Military Regions, and localities; distinguished guests, and all cadres, workers, employees, and laborers participating in the Project implementation, and fellow countrymen, uncles, aunts, brothers, and sisters good health, happiness, and success.
