"Promoting" progress of social housing projects

Developing social housing is an activity of great humanitarian significance in helping low-income families to "settle down and make a living". In Thanh Hoa, developing social housing is an area that the province pays special attention to, directing sectors, localities and units to promptly remove difficulties and obstacles, speeding up the progress of project implementation.

The social housing project of Tan Thanh ECO3 residential area (Dong Quang ward) is speeding up construction progress.

Tan Thanh ECO3 residential area (also known as the Social Housing Project in Quang Thang Ward) is located right next to Nguyen Phuc Street, Quang Thang Ward, now Dong Quang Ward. The project is expected to form a complete residential area with synchronous technical infrastructure, social infrastructure and landscape architecture, providing hundreds of apartments for low-income people, workers, civil servants, laborers... The project is implemented by Tan Thanh 1 Company Limited. The scale of investment in construction of complete construction items according to the approved detailed planning, including 3 social housing blocks in the form of apartments (CC1, CC2 and CC3), each building is 15 floors high, with a construction area of ​​about 1,250m2. The first floor is arranged with the functions of the reception hall, community living area, service area for the building, apartments, and parking area. From floors 2 to 15 are arranged apartments. In addition, Tan Thanh ECO3 residential area also has low-rise commercial housing areas and auxiliary items, internal roads, green trees and technical infrastructure...

Up to now, of the 3 apartment buildings, CC1 has been basically completed, CC3 has had its roof raised, and is completing the painting and door installation. CC2 has poured the 4th floor. The investor is focusing resources, speeding up the construction progress, ensuring the basic completion of 422 apartments in 2025 as committed.

According to the Department of Construction, according to the plan, in 2025, Thanh Hoa will have 5 social housing projects completed with a total of 1,764 apartments. In addition to the Tan Thanh ECO3 residential area project, 4 other projects are being accelerated, including: Hoang Long Industrial and Urban Area Workers' Housing Project implemented by Vietnam Housing Real Estate Investment and Development Joint Stock Company (123 units completed); Social Housing Project in Quang Thang Ward (now Dong Quang Ward) implemented by North Central Urban Development Joint Stock Company (141 units completed); Social Housing Project under Project No. 1 of Thanh Hoa City Center (now Hac Thanh Ward) implemented by VinGroup Corporation (856 units completed); Social Housing Project in Quang Thanh Ward (now Quang Phu Ward) implemented by Hop Luc Infrastructure Development and Construction Investment Company Limited (303 units completed).

In Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years until 2030 for localities to add to the socio -economic development targets, in 2025, Thanh Hoa province was assigned the target of completing 5,249 social housing apartments. To ensure the completion of the assigned targets, the People's Committee of Thanh Hoa province has focused on urging and directing relevant agencies, units and investors to actively remove difficulties and obstacles, speed up the progress of completing documents and procedures to deploy the construction of social housing projects and commercial housing projects with land reserved for social housing construction in the province.

The province requested investors with financial capacity and experience to focus maximum resources to speed up the progress of projects with sufficient land conditions. In particular, the social housing project under Project No. 1 of Thanh Hoa City Center (now Hac Thanh Ward) is required to basically complete the rough construction of 1,968 more units; the social housing project in Quang Thanh Ward (now Quang Phu Ward) is required to basically complete the rough construction of 638 units; the project for workers in the East of Le Mon Industrial Park is required to complete the rough construction of 920 units; the social housing project in Nam Ngan Ward (now Ham Rong Ward) is required to complete 594 units in 2025.

For projects under construction, in the recent past, despite facing many unfavorable weather factors and shortage of construction materials, affecting construction progress. However, most investors have proactively arranged resources, highly concentrated resources, and constructed according to the committed schedule.

Thanh Hoa province is continuing to call for investment in social housing projects, striving to complete the target of building at least 11,503 social housing apartments in the 2025-2030 period. The Provincial People's Committee assigned the Department of Construction to preside over and work with relevant units to proactively research, shorten the time, and simplify administrative procedures under its authority to support and encourage businesses to invest in social housing construction. Thereby, creating conditions for investors to quickly implement projects, from selecting land locations to completing legal procedures, ensuring publicity, transparency, and compliance with regulations. Currently, the Department of Construction is carrying out procedures to select investors to implement social housing construction investment projects according to Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly to pilot a number of specific mechanisms and policies for social housing development.

Mr. Nguyen Manh Tuan, Head of the Department of Housing Management and Real Estate Market, Department of Construction said: For social housing projects, the Department focuses on advising and directing the resolution of difficulties and problems in the implementation of projects, especially issues related to land procedures, site clearance, and construction investment procedures. The investor has committed to the implementation progress, striving to basically complete the targets of each project by 2025, ensuring the completion of the target on the number of apartments in the entire period of 2025-2030.
