The incident caused public opinion because the time of signing and approving the increase in total investment for this project was after February 28, 2025, when the Politburo and Secretariat issued Conclusion 127 on implementing research and proposing to continue to reorganize the apparatus of the political system, including the policy of abolishing district-level administrative units.

Speaking with VietNamNet, Mr. Le Dinh Binh, Director of the Construction Investment Project Management Board of Hoang Hoa district, said that the investment project to build the office of the People's Council - People's Committee of Hoang Hoa district was approved by the Chairman of the District People's Committee on August 24, 2022.

The project has a total investment of 45 billion VND, invested by Hoang Hoa District Construction Investment Project Management Board from the district budget and some other legal sources. The project is 8 stories high, with a floor area of ​​about 5,000 m2.

The project's objective is to improve the material facilities of local administrative agencies, create favorable conditions to maximize the working efficiency of cadres, civil servants and public employees of the District People's Council - People's Committee, improve the quality of management and administration of administrative tasks, serve the people, and contribute to socio -economic development in the area.

According to Mr. Binh, this is a key project to welcome the District Party Congress, expected to be completed by the end of March 2025. To date, the project has completed 95% of the volume.

He also affirmed that the capital increase adjustment has been planned since 2024, when the construction process has contents that need to be adjusted, to ensure safety when put into use, the province is beautiful, modern and has been approved by the District People's Council. The Department of Construction has also announced the results of this adjustment appraisal.

“The time when the district adjusted the total investment of the project took place after Conclusion 127 of the Politburo and the Secretariat was issued. However, currently there is no guidance from the competent authority on the construction, the investment project to build the administrative headquarters will stop or continue at what percentage.

Also according to Mr. Binh, on March 10, the People's Committee of Thanh Hoa province sent a document to departments, branches and localities in the province to urgently review and advise on stopping the implementation of new investment projects to build, repair and renovate headquarters and administrative units at the district level (except in urgent cases that directly affect the safety of the lives of officials, civil servants and workers) until directed by the Provincial People's Committee.

"When we received the above document, we notified the contractor to completely stop construction of the district committee headquarters, clean it up, and wait for new instructions from the province to continue," Mr. Binh informed.
