In the 2021-2025 period, despite facing great challenges from the pandemic and global fluctuations, the Sports industry has recorded outstanding contributions to the patriotic emulation movement through achievements, international competition results, the strong development of mass sports, and widely honored advanced models. The summary report for the 2021-2025 period has pointed out those milestones and at the same time set out strategic requirements for the 2025-2030 period.
The spirit of patriotic emulation is spreading widely throughout the sports industry.
During the 2021-2025 working period, the Ministry of Culture, Sports and Tourism (MOCST) has actively propagated, disseminated, and thoroughly grasped the Party's guidelines and policies, the State's policies and laws on emulation and rewards, focusing on Directive No. 34-CT/TW dated April 7, 2014 of the Politburo "On continuing to innovate emulation and rewards work"; Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership in emulation and rewards work in the new situation; Directive No. 19/CT-TTg dated July 16, 2021 of the Prime Minister on launching emulation to successfully implement the socio-economic development tasks in 2021 and the 5-year plan (2021 - 2025) according to the Resolution of the 13th National Congress of the Party; Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister on promoting the patriotic emulation movement to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress; Decision No. 368/QD-TTg dated April 11, 2023 of the Prime Minister approving the Project on organizing activities to celebrate the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023). Every year, the Ministry of Culture, Sports and Tourism organizes and launches emulation forms with specific themes, criteria, and practical content; promptly issues documents guiding the implementation of emulation and reward work of the industry.
The Ministry of Culture, Sports and Tourism always focuses on improving the quality and effectiveness of commendation work, paying attention to commending and proposing commendations for collectives and individuals with outstanding achievements, small collectives and direct workers; paying special attention to discovering new factors, new models, advanced examples, examples of "good people, good deeds" in patriotic emulation movements to promptly commend and foster replication throughout the industry; prioritizing commendation for collectives and individuals with many achievements in organizing and participating in activities in ethnic minority areas such as cultural, sports and tourism festivals, grassroots cultural events...; commending and proposing competent authorities to commend foreign collectives and individuals with achievements in developing friendly and cooperative relations between Vietnam and other countries and international organizations in the fields of culture, sports and tourism.
The period 2021-2025 is a period that has recorded many proud milestones of Vietnamese sports. At the mass movement level, the movement "All people exercise following the example of great Uncle Ho" continues to spread widely; the system of sports grounds and grassroots sports facilities has been consolidated, many school sports programs and community activities have been implemented, contributing to improving people's health and quality of life. At the high-performance level, teams and athletes have achieved outstanding results at the SEA Games (of which the 31st SEA Games was successfully held in Vietnam), ASIAD, Asian, world and Paralympic tournaments, creating confidence and encouraging the patriotic emulation movement.
In the recent period, Vietnamese athletes have continuously brought back good news, contributing to increasing the achievements of patriotic emulation.
Medals, records, and professional progress are both rewards and sources of encouragement for millions of people participating in training, and evidence of competition linked to actual results. The summary report for the period 2021 - 2025 emphasized that this achievement is not only based on the efforts of athletes but also the result of the training system, social work, investment in facilities and timely reward and encouragement policies.
The emulation movement in sports has played the role of a "filter" to detect individuals and groups worthy of being honored; at the same time, it has been a "lever" to encourage innovation and creativity in management, training and organization.
The work of commendation continues to be focused on, prestigious Medals and Certificates of Merit from the Prime Minister and the Ministry of Culture, Sports and Tourism have been awarded to many coaches, athletes and managers with outstanding achievements, becoming symbols of effort and dedication. Timely and transparent commendation contributes to creating trust and spreading the spirit of competition to the community.
Emulation and reward work is always considered an important factor.
At the same time, replicating typical models is also a key strategy for youth training models, community clubs, corporate sports models, etc. When being recognized and replicated, it has promoted socialized resources, helping localities to be more proactive in developing sports movements. This is an important practical lesson for the new period.
At the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism, Deputy Prime Minister Le Thanh Long made many important suggestions and assigned tasks to the whole industry in general and the sports industry in particular, emphasizing the need to turn emulation into "a driving force for innovation and dedication", while calling on the whole industry to promote the spirit of "pioneering, opening up, breaking through, creating development space" to bring culture, sports and tourism to develop quickly and sustainably in the new era.
Deputy Prime Minister Le Thanh Long has made many suggestions for emulation work in the culture, sports and tourism sector in the new period.
Deputy Prime Minister Le Thanh Long emphasized that competition must become a driving force for innovation and dedication. This is both a motto for action and a compass for Vietnamese sports to enter a new phase, confidently reaching the continental and world levels.
These directives both emphasize the strategic significance of the emulation movement and set specific requirements for the Sports sector to transform the emulation spirit into actions, policies and measurement targets.
Entering the 2025-2030 period, Vietnamese sports are facing both opportunities and challenges. The top priority is to continue developing the mass sports movement, associated with the program "All people exercise following the example of great Uncle Ho". This movement not only contributes to improving people's health and cultural and spiritual life, but also serves as a solid foundation for discovering and nurturing future sports talents. School sports need to be given due attention, becoming an environment to inspire a love of exercise, foster skills, and form a healthy lifestyle for the young generation.
At the same time, high-performance sports must be developed in a professional and focused direction, with sports that can reach the Olympics, Paralympics and ASIAD as the key target. To do so, the training of young athletes must go one step ahead, combined with improving the quality of the team of coaches, referees and experts.
Investing in modern facilities, applying science and technology, sports medicine and digital transformation in training are indispensable solutions to improve efficiency. Only by following this direction can Vietnamese sports maintain stable achievements and affirm its worthy position in the international arena.
Along with investment from the State, socialization is the key to expanding resources for sports. It is necessary to create a transparent and attractive mechanism to encourage businesses to join in building facilities, organizing tournaments, and sponsoring athlete training. The form of public-private partnership (PPP) must be promoted to take advantage of the strengths of both the public and private sectors, thereby building a sustainable and long-term sports ecosystem.
One of the meaningful humanitarian tasks of the coming period is to pay attention to the development of sports for people with disabilities, expanding equal access opportunities in training and competition. This is not only a social responsibility but also a testament to the spirit of "leaving no one behind". Each achievement of a disabled athlete is a strong message of will, determination and belief, contributing to arousing the strength of national unity.
Emulation and reward work in sports also needs to be comprehensively innovated. The development of evaluation criteria must be scientific, clearly quantified, and suitable to the characteristics of each field. It is necessary to digitize the database and make the process transparent to ensure timely, fair, and substantial rewards. Rewards do not stop at recognizing achievements, but must become a driving force to promote initiatives, creativity, and the continuous dedication of groups and individuals in the whole industry.

Looking forward, Vietnamese sports not only aim to conquer new heights of achievement, but also aim for the higher goal of contributing to the comprehensive development of Vietnamese people and spreading the spirit of patriotic emulation in society.
The 2021-2025 period has recorded many proud achievements of Vietnamese sports: from mass movements spreading to medals in the international arena, from advanced models being honored to the companionship of the community and businesses. However, to turn achievements into a sustainable foundation, the Sports industry needs to transform the patriotic emulation movement into specific policies, mechanisms and actions: perfecting the reward system, digitalizing administration, making key investments, developing human resources and enhancing controlled socialization.
As Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed: "Competition is the driving force for cultural revival and sports development. With that spirit, the determination and synchronous actions of the entire industry will help Vietnamese sports continue to shine, contributing to the aspiration for sustainable national development in the new era."
