The “5 no, 3 clean” campaign: Supporting women to escape poverty sustainably

With the criterion of "No poverty", the Vietnam Women's Union has regularly maintained activities to support women in poverty reduction and economic development, associated with new rural criteria on income, poor households, employed workers, production organization and rural economic development.

The campaign "Building a family of 5 no, 3 clean" was launched by the Vietnam Women's Union in 2010, and has now really gone into depth and become a core and consistent campaign of the Union at all levels. After nearly 15 years of implementation, the campaign has achieved many outstanding results, improving the material and spiritual life of women, while clearly affirming the role, position and practical contribution of the Union in the cause of economic and social development of the country.

In particular, communication work has been strongly innovated, flexibly combining propaganda forms, especially the application of digital technology and social networks to increase the spread, contributing to a clear change in awareness, arousing the sense of responsibility and active participation of members and women. With specific forms such as: Saving to buy health insurance, building hygienic toilets, sorting waste at source, planting trees, renovating fields, donating land to open roads, irrigation...

Over the past 15 years, women's union members nationwide have donated over 5.6 million square meters of land, contributed money and working days to build new rural areas; more than 90% of union members have had access to information on the criteria of "Family of 5 no's, 3 clean's" and "Family of 5 yes's, 3 clean's"; organized over 181,000 training classes, seminars, and specialized communication on gender equality, domestic violence prevention, environmental protection, entrepreneurship, vocational training, family life education , etc.

During the term, the Association at all levels helped 210,250 households escape poverty.

In particular, with the criterion of "No poverty", the associations regularly maintain activities to support women in poverty reduction and economic development, associated with the new rural criteria of income, poor households, employed workers, production organization and rural economic development. Many key programs have been effectively implemented: Project "Supporting women to start a business in the period 2017-2025", Project "Supporting cooperatives managed by women, creating jobs for female workers until 2030" and the One Commune One Product (OCOP) Program, the National Target Program for Sustainable Poverty Reduction. Activities to support women in accessing credit, especially policy credit and microcredit, have been promoted.

With a proactive spirit and creative approach, the Vietnam Women's Union is the socio-political organization with the highest outstanding policy credit balance among the four socio-political organizations, with over 180 trillion VND lending to over 2.8 million households; The entrusted capital of the Social Policy Bank alone reached 148 trillion VND (accounting for nearly 38% of the total entrusted debt balance nationwide). Along with that, more than 71,000 savings and loan groups were maintained, mobilizing over 39 billion VND to support millions of women in economic development, participating in health insurance and implementing social security. Many creative and practical models have been deployed and replicated by the Women's Union at all levels such as: "Women's group of 3 savings: electricity, water, gas", "Turning waste into money", "Pot of love porridge", "Coat of love", "Raising piggy banks to save money and participate in social insurance"... contributing to improving living standards and spreading the spirit of mutual love in the community.

The targets for helping women escape poverty and near-poverty; supporting capacity building for women who are business owners, cooperative managers, business owners and supporting the establishment of cooperatives all exceeded the targets of the term. During the term, the Union at all levels helped 210,250 households escape poverty, making an important contribution to sustainable poverty reduction and social security; mobilizing and supporting the establishment of 666 new cooperatives and 838 cooperative groups, creating jobs for nearly 3,000 female workers; supporting more than 57,000 women to start businesses, attracting more than 41,568 ideas, awarding prizes to 187 outstanding ideas. More than 239,000 women who are business owners, cooperative managers, and business households received training to improve their capacity. In addition, the Union at all levels has provided career counseling and job introductions to 519,000 female workers, of whom 490,000 have stable jobs.

In addition, supporting the establishment of 666 new cooperatives and 838 cooperative groups, creating jobs for nearly 3,000 female workers.

The movement "For the poor - No one left behind" was strongly spread: the Union at all levels mobilized members and women to build and repair 13,578 charity houses; mobilized more than 193 billion VND to support "Day for the poor"; 285.2 billion VND to support people affected by natural disasters, calamities, storms and floods; supported money and gifts worth 306.65 billion VND to help policy families, Vietnamese Heroic Mothers, and families of war invalids and martyrs.

Thereby, it can be seen that, after nearly 15 years of implementation, the Campaign "Building a family of 5 no, 3 clean" not only contributes to building a new rural appearance, spreading good humanistic values, but also becomes a practical support to help hundreds of thousands of women escape poverty and stabilize their lives. The loving homes built, economic models led by women initiated, hundreds of thousands of new jobs opened... have vividly demonstrated the persistent companionship of the Vietnam Women's Union. This is a bold mark affirming the role and position of women in socio-economic development, at the same time arousing the belief, will and aspiration to rise up to become rich legitimately of Vietnamese women in the new era./.
