Vietnamese hot-rolled steel coils under anti-dumping investigation in India
India's Directorate General of Trade Remedies (DGTR) has initiated an anti-dumping investigation into hot-rolled steel coils originating or exported from Vietnam.

The products under investigation in this case are hot-rolled steel coils of alloy or non-alloy; uncoated, plated or coated, with a thickness of up to 25 mm and a width of up to 2100 mm under HS codes: 7208; 7211; 7225; 7226.
The products under investigation do not include hot-rolled stainless steel coils.
The plaintiffs in the case are JSW Steel Limited and ArcelorMittal Nippon Steel India Limited.
Anti-dumping investigation period (POI): From January 1, 2023 to March 31, 2024 (15 months); injury investigation period: From April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022; April 1, 2021 to March 31, 2022; April 1, 2022 to March 31, 2023 and POI.
The petitioner proposed to use product control codes (PCNs) as a basis for price comparison. The DGTR invited interested parties to comment on the proposed product scope and PCNs within 15 days of the initiation.
Relevant information should be sent to DGTR via email: [email protected]; [email protected]; [email protected]; [email protected] within 30 days from the date the public complaint is transmitted to the diplomatic representative agency of the exporting country.
In case of not receiving information within the prescribed time limit and in the prescribed form, DGTR will use the available information to conclude the case.

The Trade Defense Department said that, having just received the Notice of Initiation of Investigation, the Department is coordinating with the Vietnam Trade Office in India to request the DGTR to provide additional necessary information to forward to relevant manufacturers and exporters.
To promptly respond to the incident, the Department of Defense recommends that the Vietnam Steel Association (VSA), enterprises producing and exporting investigated goods carefully study the Notice of Initiation of Investigation, proactively request DGTR to provide all necessary information and other documents during this period (including Request File - public version, CBPG Investigation Questionnaire).
Exercise the right to provide comments on product scope, PCN code and submit to DGTR in accordance with the prescribed format and time limit, ensuring the implementation of obligations on information confidentiality and public disclosure to other relevant parties
At the same time, fully and comprehensively cooperate with DGTR throughout the entire process of the case (including answering investigation questionnaires, on-site inspections, consultations, etc.)
Hot-rolled steel coils have been repeatedly sued recently. In early August, the European Commission (EC) issued a notice initiating an anti-dumping investigation into some hot-rolled steel products originating from Egypt, India, Japan and Vietnam imported into the European Union (EU).
