On June 5, Deputy Minister of Agriculture and Rural Development Phung Duc Tien visited and worked at the High-tech Production and Livestock Complex of Xuan Thien Group in Minh Tien Commune (Ngoc Lac).
Xuan Thien Thanh Hoa 1 High-tech Production and Breeding Complex Project in Minh Tien Commune, Ngoc Lac District.
Thanh Hoa province has approved the investment policy for 4 high-tech livestock projects in Ngoc Lac out of 10 projects in phase 1. Specifically, the projects include: Xuan Thien 2 and Xuan Thien 3 in Nguyet An and Minh Tien communes; Xuan Thien 5 in Van Am commune; Xuan Thien 6 in Phung Giao commune.
Xuan Thien Thanh Hoa 1 High-tech Production and Breeding Complex Project , in Minh Tien Commune, Ngoc Lac District with a total investment of 3,000 billion VND, land use area of 112 hectares. Up to now, the High-tech Pig Farm has completed construction and put into operation phase 1 with a total herd of 50,248 pigs; The animal feed factory has completed construction and put into trial operation since March 31, 2024, and is currently completing the procedures for product trading; The biofertilizer factory has completed construction and is installing equipment. The total capital has been implemented about 2,784 billion VND, equal to 92.8% of the total investment.
The delegation visited the works of Ngoc Lac high-tech livestock area.
During the visit and working session, Deputy Minister of Agriculture and Rural Development Phung Duc Tien assessed: In the context of extremely difficult circumstances, the livestock industry needs to improve the competitiveness of the industry. Vietnam needs a large number of high-tech investment projects such as the projects being implemented by Xuan Thien in Thanh Hoa province. The Deputy Minister also highly appreciated the projects of Xuan Thien Group, considering them to be of great significance to the agricultural sector.
The project has completed the installation of a biogas system, along with a process for treating and reusing water after treatment. Currently, the wastewater treatment system is operating normally, ensuring compliance with environmental standards. For solid waste, after collection at sufficient capacity, it is separated to produce biofertilizer at the biofertilizer factory.
According to Mr. Nguyen Huy Hoang, General Director of Xuan Thien Group, the high-tech pig farm project has completed construction and installation of the barn system as well as necessary equipment to start operating the farm.
However, in the process of implementing the projects, Xuan Thien Group encountered difficulties in compensation and site clearance. The representative of Xuan Thien Group's leadership said: This is a negotiated project with a large compensation area, so it takes a lot of time to negotiate with each household. Although nearly 100% of the area has been paid (10 households left), Xuan Thien has not yet been allocated land because the company has to complete the transfer procedures for hundreds of households. Among them, there are very time-consuming procedures such as inheritance, recovery of lost books, damaged books to be eligible for transfer...
The High-tech Production and Breeding Complex is based on Article 39 of the Law on Environmental Protection No. 72/2020/QH14, which stipulates that investment projects in groups I, II and III must treat wastewater, dust and emissions emitted into the environment, as well as manage hazardous waste according to regulations when officially put into operation. However, because all waste is treated and reused and not discharged into the environment, the project is not subject to environmental licensing. The investor has completed environmental registration according to the regulations of the Department of Natural Resources and Environment, following the instructions in Article 49 of the Law on Environmental Protection.
