
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, and Chairmen of People's Committees of provinces and centrally run cities to organize self-review and assessment of all contents and tasks of protecting state secrets.
Thereby, clarifying which weak and existing contents need to be strengthened, overcome and corrected; which contents do not exist or are not suitable need to be supplemented, revised and implemented immediately to improve the effectiveness of state secret protection work.
In addition, enhance the role and responsibility of leaders, link the work of protecting state secrets with the work of protecting internal politics ; raise awareness and link the responsibility of protecting state secrets to organizations and individuals who draft, copy, photograph, store, transport, provide, and transfer state secrets, and regularly have relations and contacts with foreign organizations and individuals.
Continue to innovate the forms and measures of propaganda and dissemination of laws on state secret protection with focus and key points, not scattered or formal.
Regularly review, promptly advise and propose to the Prime Minister to amend and supplement the list of state secrets; proactively review, determine the protection period and extend the protection of state secrets. Strengthen self-inspection and strictly handle violations associated with the annual emulation and reward work of the unit.
The Head of Government requests the inspection and safety testing of electronic equipment, devices, system software, and application software before putting them into use and during use in key, confidential departments and locations, and places where state secrets are stored.
Strictly comply with the provisions of the law on protecting state secrets during the process of reorganizing and streamlining the organizational apparatus; do not allow the disclosure or loss of state secrets when carrying out activities such as moving headquarters, removing documents and objects containing state secrets from storage, declassifying and destroying documents and objects containing state secrets; the digitization of state secret documents must ensure compliance with the provisions of the law on protecting state secrets and other relevant laws.
The Prime Minister also requested to strengthen and perfect the Steering Committee for State Secret Protection in provinces and centrally run cities to advise the Provincial Party Committee, City Party Committee, People's Council, and People's Committee of provinces and cities to deploy the work of protecting state secrets in the locality.
The Steering Committee members include: The Head of the Steering Committee is the Chairman of the Provincial and Municipal People's Committee; concurrently the Deputy Secretary of the Provincial and Municipal Party Committee; the Deputy Head of the Steering Committee includes 3 comrades who are leaders of the Provincial and Municipal Party Committee Office, leaders of the Provincial and Municipal People's Committee Office and leaders of the Provincial and Municipal Police.
Members of the Steering Committee include: representatives of the leadership of the Departments: Home Affairs, Finance, Justice, Science and Technology; Provincial and municipal Military Commands, representatives of the leadership of the Administrative and Archives Departments of the Provincial and Municipal Party Committee Offices, representatives of the leadership of the Internal Affairs Departments of the Provincial and Municipal People's Committee Offices and representatives of the leadership of the Internal Political Security Departments of the Provincial and Municipal Police; The Standing Committee of the Steering Committee is the Provincial and Municipal People's Committee Office or the Provincial and Municipal Police.
Allocate resources to invest in new equipment, tools, means, and technological solutions; build and upgrade information technology infrastructure; deploy cryptographic products and cryptographic solutions to protect state secret information.
Training and supplementing high-quality human resources in information technology, information security, and cryptography to ensure the capacity to respond to cyber security incidents and prevent the risk of revealing or losing state secrets in cyberspace, especially in the process of implementing national digital transformation.
At the same time, develop specific policies on attracting, training and rewarding cadres working in the field of cryptography and protecting state secrets, to ensure the professionalism and long-term stability of this force.

The Prime Minister requested the Minister of Public Security to direct the Public Security units to preside over and coordinate with relevant agencies and units to develop the Law on Protection of State Secrets (amended) to submit to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly and documents detailing and guiding the implementation of the Law on Protection of State Secrets (amended), ensuring strictness and conformity with the new apparatus organization after the arrangement and streamlining according to the 2-level local government model, in line with the policy of developing science and technology and national digital transformation.
Strengthen state management of state secret protection, focusing on propaganda work and resolving problems and difficulties in implementing legal regulations on state secret protection in practice.
Strengthen inspection and examination work, improve the effectiveness of prevention work, promptly detect and prevent the disclosure and loss of state secrets early and from a distance, investigate and strictly handle violations of state secret protection.
The Ministry of Public Security shall preside over and coordinate with relevant agencies and units to conduct inspections and security checks of electronic equipment, means, system software, and application software before putting them into use and during use in key, confidential departments and locations, places where state secrets and internal secrets of state agencies and enterprises are stored; except for military information systems, information systems under the Government Cipher Committee and information systems directly managed and operated by cryptographic organizations, using cryptographic solutions and products of the Vietnam Cryptography industry to serve professional and cryptographic activities.
The Prime Minister requested the Minister of National Defense to direct units to strengthen state management of state secret protection within their management scope, focusing on organizing propaganda, dissemination, and inspection of compliance with laws on state secret protection throughout the army.
Closely coordinate with the Ministry of Public Security and relevant ministries, branches and localities to promptly advise on amending and supplementing legal regulations on state secret protection in accordance with practice.
Improve the effectiveness of prevention and investigation work, strictly handle violations of state secret protection in the Ministry of National Defense, promptly detect, prevent, and neutralize activities that reveal or lose state secrets; preside over the inspection and security check of equipment, electronic means, system software, application software related to military information systems, cryptographic information systems and cryptographic products provided by the Government Cipher Committee to protect state secrets before putting them into use.
The Minister of Science and Technology directed its affiliated units to coordinate with agencies and organizations to promote the construction and completion of synchronous, advanced and modern infrastructure and facilities, especially scientific, technical and information technology infrastructure.
Strengthening innovation in research, production, supply and application of scientific and technological products in digitizing state secret documents. Researching, developing and promulgating technical standards and regulations on security infrastructure to meet the requirements of digital transformation in the current situation.
The Minister of Home Affairs directs functional units to preside over and coordinate with relevant agencies to research and integrate lecture content on state secret protection into training programs for civil servants, public employees, clerks, and archivers; develop criteria for evaluation, classification, and emulation ranking for agencies, organizations, and individuals with achievements or violations in state secret protection.
Regarding the construction and development of the national cryptographic information system, the Government Cipher Committee advises the Government on the construction and development of the national cryptographic information system. Assists the Minister of National Defense in performing state management of research, production, supply and use of cryptographic products to protect state secret information.
Proactively and autonomously research and develop specialized high-tech cryptographic equipment; organize the production and supply of cryptographic products to protect state secret information, especially cryptographic products serving the direction and administration of Party and State leaders, armed forces, and key agencies, capable of integrating into the information technology and telecommunications system, meeting the requirements of national digital transformation and current practical requirements.
At the same time, conduct inspection, testing, and monitoring of security and safety of cryptographic products before putting them into production, supply, deployment, and during use to protect state secret information.
Research and comprehensively evaluate the necessity of amending the Law on Cryptography to ensure both the protection of state secrets and the promotion of technological development, meeting the requirements and tasks in the new revolutionary period...
