Vietnam has passed the initial stage of digital transformation.

According to the leader of the Ministry of Science and Technology, after 5 years of digital transformation, Vietnam has passed the starting stage: focusing on raising digital awareness, building infrastructure, platforms and basic public services.

On the morning of October 21 in Hanoi, the Ministry of Science and Technology organized a program to celebrate National Digital Transformation Day 2025 with the theme: "Digital transformation: Faster - more effective - closer to the people."

This theme clearly demonstrates the political determination of the Party, Government and the aspiration of the entire nation: Making digital technology the main driving force of national development, making digital transformation truly come into life, bringing practical benefits to people, businesses and the whole society.

The foundation for national digital transformation is basically formed.

The event reviewed the journey of National Digital Transformation, starting from 2020 to present. From starting to breaking through, reaching out and increasingly creating practical results on all aspects: Awareness, institutions, digital government, digital economy and digital society. Achievements in national digital transformation in all sectors, fields and localities are opening a new digital era, where technology and data become the driving force for growth and productivity improvement.

Some important results were summarized as follows: Digital Government with 80% of public services completely processed in the digital environment. Digital economy accounts for nearly 20% of GDP. Digital society with 100 million digital citizens has been formed; digital technology has been and is being popularized to every village and every household. This is the result of the right leadership, consensus, efforts and creativity of the entire political system.

Speaking at the event, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized: "After 5 years of digital transformation, we have passed the initial stage. In this stage, we focus on raising digital awareness, building infrastructure, platforms and basic public services."

The above results show that the foundation for national digital transformation has been basically formed, from service infrastructure to institutions. According to Deputy Minister Vu Hai Quan, Vietnam is ready to enter a new phase with higher determination and more drastic actions. However, there is still a lot of work to be done on the road ahead for digital transformation to truly have a clear impact on socio-economic development and people's lives.

How is the new phase of digital transformation?

2025 is a pivotal year, ending 5 years of implementing National Digital Transformation and opening Phase 2 (2026-2030). In the new phase, Vietnam must focus on substance, creating real impacts on the economy and society, instead of just stopping at intermediate results.

According to Permanent Deputy Minister Vu Hai Quan, the next 5 years will be the period when we must transform digitally at a deeper level, focusing on creating specific socio-economic values. "The ultimate goal of digital transformation in the later stage is to transform digital achievements into economic growth, increase productivity, national competitiveness, improve governance efficiency and decision-making quality at all levels. In other words, we must aim for the final result, measured by the benefits brought to people, businesses and the economy," he said.

Emphasizing that "Closer to the people" is a core focus of this year's digital transformation theme, Mr. Quan said: "Closer to the people is first and foremost about narrowing the digital gap, ensuring that no one is left behind. Every Vietnamese person, whether in rural, mountainous or urban areas, must have the opportunity to access digital utilities. Being closer to the people also means that the government can serve the people better thanks to technology."

Vietnam is moving towards a smart and distance-free creative state, where all management decisions are based on real-time data, where people are served by paperless, online public services that are personalized according to their needs.

And finally, according to Permanent Deputy Minister Vu Hai Quan, getting closer to the people also lies in building digital trust in society. People will only actively participate in digital transformation when they see it is truly convenient for themselves, when they believe that the digital environment is safe and that people's rights are fully protected.

We believe that the national digital transformation will reap great achievements in 2025 and the following years. Faster so as not to miss the beat of the times, more effective so that each resource can maximize its value, closer to the people so that all Vietnamese people can share the fruits of development. That is the comprehensive digital transformation path that we have been and will steadfastly implement," said Permanent Deputy Minister Vu Hai Quan.

A highlight of the program is the vivid reenactment of how a citizen applies digital technology to daily life activities, demonstrating that digital transformation is increasingly closer to the people, easy to understand, easy to do, and brings practical results.

After 5 years of implementing the National Digital Transformation Program, the concept of “digital citizens” has become familiar. They are people who use technology and the Internet responsibly, effectively and safely, contributing to increasing labor productivity and improving the quality of life.

At the Program, the Ministry of Science and Technology also honored collectives and individuals with good, proactive, creative and decisive ways of doing things in the national digital transformation process, recognizing their intellectual and dedicated contributions to the country's digital transformation process.

At the same time, the Ministry of Science and Technology also announced the results of the Digital Transformation Level (DTI) ranking in 2024 of provinces and centrally run cities. Accordingly, Thanh Hoa province ranked 5th in terms of digital transformation level in 2024, Ho Chi Minh City ranked 4th, Hai Phong city ranked 3rd, Hue city ranked 2nd. After 4 years of implementation, Hanoi city ranked first for the first time in terms of digital transformation level of provinces and centrally run cities. The annual DTI index is considered an important basis reflecting the level of readiness and effectiveness of digital transformation implementation nationwide./.
