Prime Minister as Head of National Steering Committee on Data

Prime Minister Pham Minh Chinh has just signed Decision No. 2319/QD-TTg dated October 20, 2025 to establish the National Steering Committee on Data.

According to the Decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee. The Deputy Heads of the Steering Committee include: Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Minister Nguyen Chi Dung; Minister of Public Security Luong Tam Quang (Permanent Deputy Head of the Committee); Deputy Minister of Public Security Nguyen Van Long.

The Steering Committee members include leaders of ministries, branches, central agencies and a number of news agencies and press.

The National Steering Committee on Data is an inter-sectoral coordination organization with the function of researching, advising, recommending and assisting the Government, the Prime Minister, and the Head of the Steering Committee in directing and coordinating the implementation of policies, strategies, mechanisms, and national-scale solutions on data, activities of building and developing national databases and specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data at the National General Database and solving important, inter-sectoral data tasks.

The Steering Committee is responsible for researching and proposing to the Government and the Prime Minister directions and solutions to solve problems in implementing policies, strategies, mechanisms, and national-scale solutions on data, construction activities, and development of national databases and specialized databases.

Integrate, synchronize, store, share, analyze, exploit, and coordinate data at the National General Database and solve important, interdisciplinary data-related tasks; give opinions on strategies, programs, mechanisms, policies, projects, and plans related to the development of national-scale data solutions under the decision-making authority of the Government and the Prime Minister.

Assist the Government and the Prime Minister in directing ministries, branches and localities to implement national-scale goals, tasks and solutions on data; coordinate the implementation of strategies, programs, mechanisms, policies, projects, and solutions of an inter-sectoral nature on building and developing national databases and specialized databases; integrate, synchronize, store, share, analyze, exploit and coordinate data at the National General Database.

The Steering Committee is also responsible for assisting the Government and the Prime Minister in urging and inspecting the implementation of strategies, programs, mechanisms, policies, projects, and solutions of an inter-sectoral nature on the construction and development of national databases and specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data at the National General Database; summarizing and evaluating the situation and results of implementing key tasks and solutions for tasks related to data.

At the same time, perform other tasks as required by the Government, Prime Minister, and Head of the Steering Committee.

The Ministry of Public Security acts as the standing agency of the Steering Committee; submits to the Head of the Steering Committee for approval the Operation Plan, Organization and Operation Regulations of the Steering Committee; and ensures necessary conditions for the Steering Committee's operations.

This Decision comes into force from the date of signing and promulgation (October 20, 2025).
