(Dan Tri) - According to Prime Minister Pham Minh Chinh, as long as people continue to complain, the Government's work will be difficult and arduous, requiring effective solutions.

This view was shared by Prime Minister Pham Minh Chinh when concluding the Government meeting on evaluating the implementation of two-level local government after three months to review and remove obstacles and difficulties.

Acknowledging many outstanding results, the Prime Minister commended ministries, branches and localities for their efforts to ensure smooth operation of the two-level local government, improve the administrative capacity of local governments, and shift the state from management to proactive and creative. This, according to the Prime Minister, brings convenience to people and businesses.

Agreeing with the delegates' opinions on a number of limitations that need to be overcome and the causes, the Prime Minister emphasized that as long as people continue to complain, the Government 's work will be difficult and arduous, requiring effective solutions.

According to the head of the Government, as long as the locality has not developed, the Government must review, worry, and promote development.

The Government leaders assigned the Deputy Prime Ministers in charge of the assigned ministries and branches to direct and, together with the ministers of the ministries, review and handle the issues that have been concluded by the Politburo. The results of the handling must be reported weekly for review and reporting to the Politburo.

Note that the consistent spirit is to immediately handle and resolve difficulties and obstacles in organizing and operating the two-level local government model. From the perspective of responsibility of each level and agency, that level and agency must handle it. The Prime Minister requires a mindset of innovation and resolute implementation, without perfectionism or haste.

The Prime Minister assigned the Minister of Science and Technology to develop tools and a system to evaluate the performance of the Government's two-level local government operations in real time, connecting, unifying information and data with the Central evaluation network system.

Relevant parties established Government Working Groups to inspect, urge, review, and support localities in removing difficulties and obstacles in organizing and operating local governments at two levels.

The Ministry of Home Affairs is assigned to coordinate with the Ministry of Finance to review, evaluate the causes, responsibilities, and thoroughly handle the payment of policies and regimes for people who have decided to quit their jobs according to Decree No. 178.

The Prime Minister requested that by October 10, the payment of benefits for all cases that had decided to quit their jobs before August 31 must be completed. If not completed, the responsibilities of the heads of agencies and local authorities must be clarified.

Considering that the capacity of grassroots officials is not uniform, especially in state management, institutional, creative, information technology and sense of responsibility, the Prime Minister requested to overcome current difficulties when communal civil servants are both lacking and weak.

Also according to the note of the head of the Government, units need to provide definitive instructions on determining job positions and staffing at the commune level.

Directing the promotion of decentralization and delegation of power, Prime Minister Pham Minh Chinh requested implementation in the spirit of "whoever does best should be assigned, if they don't know, they shouldn't be managed", "locality decides, locality does, locality is responsible, the Central Government does not do it for them".

On the other hand, the head of the Government must thoroughly eliminate overlapping, contradictory, and congested legal regulations. Along with that, units need to remove obstacles and difficulties in handling administrative procedures, especially in areas such as land, planning, finance, assets, construction, transportation, housing facilities, surplus land after rearrangement, etc.

According to the head of the Government, everyone must make efforts to ensure that the two-level local government operates synchronously, uniformly, smoothly, and comprehensively, meeting the expectations of the Party, the State, and the people. “The new apparatus must be better than the old one, and the handling of administrative procedures for people and businesses must also be increasingly better,” the Prime Minister requested.

According to the report, in the first 3 months of operation, the 2-level local government model has gradually become routine, ensuring consistency and continuity in state management from the central to local levels.

To date, 100% of localities have arranged enough leadership positions for People's Committees at all levels. Specialized agencies at provincial and communal levels have been strengthened.

The staff is arranged, rotated, mobilized, seconded, and strengthened with officials, civil servants, and public employees, with priority given to personnel with expertise and experience in the fields of planning, construction, land... for the People's Committees at the commune level.

Up to now, the whole country has had 142,746 people who have decided to quit their jobs, of which 105,056 people (73.6%) have received payment for policies and regimes.

The report shows that 11 ministries and 6 provinces and cities have completed the payment; 10 ministries and 3 localities have only paid 60%.

According to the report, the country has proposed to abolish 519 administrative procedures and simplify 2,421 administrative procedures. From July 1 to September 30, about 7 million online records were received, with the on-time settlement rate reaching 91%.

Over 3,100 commune-level public administrative service centers (of 32 provinces and cities) have been put into operation, applying a modern one-stop model, many places applying AI and electronic forms.
