At the Conference, the National Assembly Delegation reported to voters on the expected agenda of the 10th session of the 15th National Assembly and the operation of the commune-level government after implementing the 2-level government in Can Tho city from July 1, 2025 to present; receiving and recording voters' opinions and recommendations to synthesize, report and reflect to competent authorities for settlement according to regulations.
Voters highly appreciated the important and comprehensive achievements in all fields of the country in the first 10 months of 2025; the drastic, synchronous and effective direction and management of the Government in socio-economic management and care for people's lives; people's lives are increasingly improved; foreign affairs are promoted, the country's position and role are increasingly enhanced; Vietnam has contributed many initiatives and solutions to the region and the world.
At the meeting, voters raised many opinions and recommendations focusing on a number of key issues:
Propose that the National Assembly Delegation of Can Tho City propose that the Ministry of Science and Technology soon issue a Circular guiding the determination of job positions on digital transformation so that responsible officers can enjoy the support level as prescribed in Decree No. 179/2025/ND-CP of the Government.
Recommend relevant ministries and branches to review, complete and issue specific regulations and guidelines on the implementation of policies for An Toan Khu communes, especially adjustments for communes that were not recognized as ATK before the arrangement and are now merged into ATK wards. At the same time, it is necessary to expand support policies for people in these communes.
Recommend that the National Assembly soon approve the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas and the National Target Program on Sustainable Poverty Reduction (combining the National Target Program on Poverty Reduction and the National Target Program on New Rural Areas).
Recommend that the City National Assembly Delegation propose that the Ministry of Health soon issue a Circular guiding the functions and tasks of the Health Stations of communes, wards, and special zones in provinces and centrally run cities to replace Circular 33/2015/TT-BYT dated October 27, 2015 of the Minister of Health, in order to create a legal basis for a unified model nationwide, and soon stabilize the organizational structure of the Health Stations according to the Central's orientation on implementing a two-level government.
Propose and recommend that the National Assembly soon amend the Construction Law in the direction of decentralization, clear decentralization, simplification of administrative procedures, improvement of the investment-business environment and promotion of the private sector in the construction sector to create a more synchronous and favorable legal basis for state management of construction at the commune level, serving people and businesses better and better, contributing to promoting rapid and sustainable local socio-economic development...
The Prime Minister and leaders of several ministries, branches and Can Tho city responded to each petition of voters.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that this is a very meaningful and important occasion to listen to the opinions of voters, who are nearly 400 key leaders of communes and wards in Can Tho city. The Prime Minister stated that the agenda of the upcoming 10th Session is the heaviest, with a record workload ever, with about 50 laws, resolutions, 26 presentations, reports at the hall and 45 work reports sent to National Assembly deputies for study; the Government alone is preparing to submit to the National Assembly about 120 documents...
The National Assembly as well as the Government must work day and night to meet the requirements of the work with the spirit of striving to remove all difficulties and obstacles, serving the people and businesses. Up to now, the preparation of basic documents has ensured the progress of submission to the National Assembly.
Regarding the country's socio-economic development results, the Prime Minister said that in the first 9 months of 2025, despite many difficulties and challenges and in the context of complicated developments in the international and regional context, under the wise leadership of the Party, regularly and directly by the Politburo, the Secretariat, headed by General Secretary To Lam, the accompaniment of the National Assembly, the participation of the entire political system, the Government, the Prime Minister and ministries, branches, localities, and the support of the people and businesses, we have focused on completing a large amount of work that is both difficult and urgent, striving to achieve the target of economic growth and ensuring social security, national defense and security, achieving many important and comprehensive results.
Regarding the socio-economic development results of Can Tho city, the Prime Minister stated that Can Tho city has made very positive contributions to the above-mentioned achievements of the whole country; at the same time, he frankly pointed out a number of limitations, difficulties and challenges so that Can Tho city can make efforts to find solutions to overcome them.
On behalf of the Party and State leaders, the Prime Minister acknowledged and commended the efforts of the Party Committee, government and people of Can Tho city for their active and effective contributions to the overall achievements, contributing to the country's efforts to stabilize the macro-economy, control inflation, ensure major balances, achieve and strive to exceed the set growth target. In addition to the results achieved, we frankly admit that the city still has some shortcomings, limitations, difficulties and challenges that need to be overcome.
Regarding the implementation of the two-level local government model, the institutional improvement and direction and administration of the Government and the Prime Minister: to effectively implement the two-level local government model, the Government and the Prime Minister have directed the promotion of decentralization, delegation of power, and division of authority associated with the operation of the two-level government model.
To date, the Government has issued 29 decrees, and ministries and ministerial-level agencies have issued 66 guiding circulars. As a result, 6,959 tasks and powers of central ministries and branches have been reviewed for decentralization and delegation; at the same time, 1,268 tasks at the district level have been redefined, of which 1,068 tasks have been transferred to the commune level, and 118 tasks have been transferred to the provincial level, ensuring the principle of "clear people, clear work, clear authority, clear responsibility, clear process and clear inspection and supervision".
After more than 3 months of operating the 2-level local government model, the Prime Minister assessed that Can Tho basically met the set goals and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating convenience for people, organizations and businesses.
However, there are still many issues that need to be fully and specifically identified and solutions to remove difficulties and obstacles for localities (such as: headquarters arrangement, equipment, working conditions, means of transportation, digital transformation, document storage, commune-level civil servants, etc.).
To operate synchronously and smoothly, it requires time and effort from the entire political system, staff arrangement, increased decentralization, delegation of authority, resource allocation, improvement of implementation capacity, and increased supervision and inspection...
The most important thing is the proactiveness of the Party Committee and the government in effectively and smoothly implementing the two-level local government; exploiting all potential differences, outstanding opportunities, and competitive advantages; effectively using the surplus headquarters after the rearrangement and reassignment of staff effectively and appropriately. We must continue to improve and make more efforts in both the apparatus and staff.
Regarding the implementation results of Can Tho city, accordingly, regarding the arrangement of the apparatus and staffing, the Prime Minister stated that the city level includes 14 specialized agencies under the People's Committee of Can Tho city (new), 1 Management Board of Can Tho export processing and industrial zones and 354 public service units at the city level. The total number of city-level cadres, civil servants and public employees currently present is 25,958 people, of which: 2,137 cadres, civil servants and 23,821 public employees.
Commune level: The total number of communes and wards after the reorganization is 103 (31 wards and 72 communes) with 299 specialized departments and 1,086 public service units at the commune level (excluding the Public Administration Service Center). About 25% of communes and wards have not yet issued decisions regulating the functions, tasks, powers and organizational structure of specialized agencies.
Regarding the orientation of key tasks in the coming time, the Prime Minister stated that the whole country in general and Can Tho city in particular need to proactively and resolutely implement the Resolution, Conclusion and direction of the Central Committee, Politburo, National Assembly and Government on implementing the 2-level local government model, promoting administrative procedure reform; promptly remove difficulties, overcome inadequacies, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level.
Continue to review and streamline the internal apparatus to ensure that the organization operates smoothly, effectively and efficiently according to the motto "the new must be better than the old, more effective than the old, serving the people, developing better, words must go hand in hand with actions, solidarity - unity - serving the people". Continue to review and evaluate the current situation of the staff and civil servants, especially at the commune level; urgently find solutions to overcome the situation of surplus, shortage, or failure to meet task requirements, in order to restructure and improve the quality of the staff and civil servants.
Maximize the potential differences, outstanding opportunities, competitive advantages to create a new development space worthy of the position and role of Can Tho city as the center, growth pole of the Mekong Delta, pioneering, leading in all fields, especially in the fields of economic development, infrastructure, people, culture and society. Maintain political stability, social order and safety, especially ensuring social security, in which paying great attention to developing social housing.
Activate all social resources, use public investment to lead private investment; take the lead in the following areas: in industry, focus on agricultural and aquatic product processing and renewable energy; in agriculture, focus on high-tech agriculture, ecological agriculture linked with tourism and export; in trade and services, focus on developing services associated with marine economy and ecological-cultural-spiritual tourism; identify high technology and digital transformation as the connecting thread, an important driving force to connect industries in forming new value chains, creating momentum, bringing the City to develop rapidly and sustainably.
The Prime Minister requested Can Tho to resolutely promote 3 strategic breakthroughs, promote the development of VSIP Industrial Parks. Strengthen resource management, tighten management of raw material mines such as sand, gravel, etc.; promote fighting spirit, resolutely handle violations of the law, prevent private enterprises from monopolizing materials, hoarding goods, raising prices, and profiteering; and prevent shortages of construction materials for projects.
Speed up the completion of key projects and works (airports, ports, bridges, the North-South expressway connecting Can Tho-Ca Mau, the railway connecting Ho Chi Minh City-Can Tho, the Chau Doc-Can Tho-Soc Trang expressway; National Highway 91; the Western Ring Road...) to ensure quality, savings and efficiency.
The Prime Minister emphasized that officials who commit violations, are incompetent, and are indifferent to their work must be dealt with and replaced; investment in the Can Tho Oncology Hospital project must be completed soon. Focus on implementing breakthrough solutions in human resource development; implement social security policies well, "leaving no one behind"; pay attention to health care, especially health care for people at the grassroots level.
Strengthen solidarity and unanimity within Party committees and authorities; promote the leadership role of the Party, the management of the State, and the mastery of the people; do not avoid responsibility and the truth, and dare to look straight at the truth.
