Deputy Prime Minister Bui Thanh Son signed Decision No. 2164/QD-TTg promulgating the Plan to implement the Agreement on promoting bilateral trade between the Government of the Socialist Republic of Vietnam and the Government of the Kingdom of Cambodia for the 2025-2026 period.

The objective of the Plan is to proactively and effectively implement the Agreement on Bilateral Trade Promotion between the Government of the Socialist Republic of Vietnam and the Government of the Kingdom of Cambodia; facilitate businesses to apply preferential import tax rates for goods originating from each country (ahead of the tax reduction roadmap of Vietnam and Cambodia in ASEAN).

The plan also demonstrates the interest and importance of the traditional friendship between Vietnam and Cambodia, contributing to further promoting trade relations between the two countries, especially trade in agricultural, aquatic and industrial products with the goal of improving people's lives and contributing to the sustainable development of each country.

The contents of the Plan include: disseminating and popularizing the Agreement; issuing a Decree regulating Vietnam's special preferential import tariff schedule to implement the Agreement; issuing a Circular regulating import tariff quotas for dried tobacco leaves and rice originating from Cambodia; exchanging information, reviewing and evaluating the implementation of the Agreement with Cambodian partner agencies.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and agencies to organize propaganda and dissemination of the contents of the Agreement, tariff incentives and documents guiding the implementation of the Agreement to officials and civil servants in charge of import-export management and the Vietnamese business community.

The Ministry of Finance shall preside over and coordinate with the Ministry of Industry and Trade and relevant agencies to issue a Decree regulating Vietnam's special preferential import tariff schedule to implement the Agreement according to simplified procedures and order, applying retroactively from the time the Agreement takes effect for Vietnam (if necessary).

The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to develop and promulgate a Circular regulating import tariff quotas for dried tobacco leaves and rice originating from the Kingdom of Cambodia in 2025-2026.../.
