Synchronously implement many solutions to develop social insurance participants

In recent times, the provincial Social Insurance (SSI) has been proactive, flexible, and diversified in its propaganda to expand the coverage of social insurance. On the occasion of the "Month of promoting the implementation of social insurance for all people", reporters of Thai Binh Newspaper talked with Mr. Mac Thanh Hai, Deputy Director of the provincial Social Insurance to better understand the plan as well as the implementation of the social insurance sector during this peak period.

Reporter: The Prime Minister has chosen May every year as the “Month for promoting the implementation of social insurance for all people”. In our province, how has the social insurance sector developed and implemented the plan, sir?

Mr. Mac Thanh Hai: As we know, the Prime Minister decided to make May every year the "Month of promoting the implementation of social insurance for all people" to attract the attention of all classes of people to social insurance policies. This year, the provincial Social Insurance has developed a plan with the message "Accompanying social insurance for a better quality of life", in which we focus on coordinating with organizations and service organizations to launch emulation movements, mobilizing members and people to participate in voluntary social insurance. Strengthen propaganda work on mass media. Focus on communication on grassroots radio systems and mobile communication.

In addition, we also coordinate with collection service organizations to organize a launch ceremony to respond. Organize conferences to disseminate, dialogue, and directly consult on social insurance policies. Increase customer conferences to develop voluntary social insurance participants, striving to organize at least 1 conference in each commune and ward in May 2023.

Up to now, the whole province has 278,050 people participating in social insurance, of which 671 new people participating in voluntary social insurance have increased compared to December 31, 2022. Many localities have done a good job in developing social insurance participants such as Quynh Phu, Dong Hung, and Hung Ha districts.

Reporter: As you mentioned, up to now Thai Binh has 278,050 people participating in social insurance, so what measures has the provincial social insurance taken to achieve that impressive number?

Mr. Mac Thanh Hai: Up to now, the number of people participating in social insurance (both compulsory and voluntary) has reached about 25.3% of the working-age population in the province. This result is due to the fact that in recent times, the social insurance sector has coordinated with departments, branches, sectors, organizations, and agencies to promote communication activities to complete and exceed the targets, especially the target of developing social insurance participants. We organize training courses in districts and residential areas to equip knowledge about voluntary social insurance policies and skills of approaching, consulting, persuading, and mobilizing employees of collection service organizations in villages and residential groups. At the same time, we continue to promote administrative procedure reform, information technology application; improve responsibility, service awareness, and create trust for participants and beneficiaries of social insurance policies.

Reporter: What solutions will the provincial Social Insurance have to continue to maintain and develop social insurance participants, thereby gradually moving towards completing the goal of universal social insurance?

Mr. Mac Thanh Hai: We will actively advise and seek the leadership and direction of local Party committees and authorities in the work of developing social insurance participants; assign targets, review and urge the progress of implementing assigned targets on voluntary social insurance of each commune, ward and town in the province. Promote the role and effectiveness of the Steering Committee for developing social insurance and health insurance participants at all levels, from the province to the grassroots level.

Continue to coordinate with departments, branches, sectors, unions, agencies, units, and enterprises in the area to propagate both compulsory and voluntary social insurance policies to all classes of people, workers in the area, and in enterprises. Coordinate with the tax sector to review and compare personal income tax settlement data with social insurance participation data. In cases where taxes have been declared and are subject to compulsory social insurance participation, employers are required to participate for their employees according to the provisions of law. In cases where units deliberately do not participate for their employees, inspections will be conducted and sanctions will be proposed according to the provisions of law. Along with that, we will also promote the organization of propaganda conferences and direct explanations to people in villages and residential groups about voluntary social insurance policies so that everyone can better understand the superior policies of the Party and State.

Continue to thoroughly educate civil servants and employees in the entire industry to promote administrative procedure reform, further enhance the sense of responsibility, awareness of public service performance, and serve well the interests of participants and beneficiaries of social insurance and health insurance policies; consider this an important factor to develop participants and expand the coverage of social insurance and health insurance in general.
