Spreading the movement to encourage learning and talent in Hong Giang commune

In recent years, the movement to encourage learning and talent (KHKT) and build a learning society in Hong Giang commune (Dong Hung) has developed strongly and deeply, mobilizing the participation of the entire political system and many classes of people. Thanks to that, the quality of local education has been improved, the tradition of studiousness has been fostered, encouraging generations of students to strive to excel in their studies.

Excellent students at all levels were rewarded by the Hong Giang Commune Promotion of Education Association.

As a remote commune in the west of Dong Hung district, Hong Giang has a predominantly agricultural economy , with more than 60% of the population following Catholicism, and people's lives have faced many difficulties. However, thanks to the traditional spirit of learning and the efforts of the Party Committee, the government, and the Commune Learning Promotion Association, the science and technology movement has been implemented closely and synchronously. The whole commune currently has 7 learning promotion associations in villages, 3 school associations, 6 large clans, 2 religious clans, and 1 pagoda with a learning promotion committee operating regularly. Mr. Nguyen Xuan Quyet, Vice Chairman of the Commune People's Committee, Chairman of the Commune Learning Promotion Association, said: If in 2020, the commune had nearly 1,900 members, now it has increased to 3,647 members, accounting for 57% of the population. By 2025, the whole commune will have 1,812 families recognized as "Learning Families", accounting for 90% of households (an increase of 9% compared to 2020). Many families have 2-3 children studying at university, and their grown-up children return to contribute their efforts and funds, further motivating the younger generation to study. From the foundation of learning families, "Learning families" have also been strongly developed. Currently, Hong Giang has 7 families recognized with this title, typically the Dang Dinh, Do, Nguyen Van families... Each year, the families organize awards for hundreds of students. Religious organizations, parishes, and pagodas in the area also actively promote and mobilize parishioners to study for life, accompanying the movement to encourage learning.

The commune community learning center is also a bright spot in building a learning society. With the motto "Learn what is needed", in the past 5 years, the center has opened 256 classes with 186 topics, attracting more than 18,500 participants. The learning content is practical, linked to production and daily life such as animal husbandry, farming, health care, legal propaganda, life skills, etc. Learning promotion activities in schools are focused on, the rate of students going straight to the next grade and graduating is high; in 2025, the rate of students passing public high schools will reach 86%. Students with disabilities are fully supported in their studies, there are no cases of dropping out of school.

According to Mr. Nguyen Xuan Quyet: The science and technology movement in Hong Giang has developed sustainably thanks to the joint efforts and contributions of the entire community. Departments, branches and organizations all have specific tasks. The Commune Women's Union has implemented the model of "raising pigs to encourage learning", after more than 1 year it has saved nearly 50 million VND. The Youth Union organizes extracurricular activities, arts, sports, and legal education for students. The Veterans Association, the Elderly Association, the Red Cross Association... coordinate with the school to mobilize support for students in difficult circumstances. Along with that is the companionship of religious organizations, businesses and children far from home. In the past 5 years, the whole commune has mobilized over 470 million VND for the work of encouraging learning, of which the Commune Learning Encouragement Fund reached 105 million VND; branches, clans, teachers' families, and schools all have their own funds and operate effectively. The money was made public, transparent, and used for the right purpose: rewarding 4,772 outstanding students, teachers, individuals, disabled students, and poor students who overcame difficulties.

Teachers were awarded by the Hong Giang Commune Association for the Promotion of Education.

Recently, the Commune Education Promotion Association organized a ceremony to reward 68 excellent students at the district and provincial levels; 18 excellent teachers; 14 branches, education promotion committees and 22 outstanding individuals in science and technology work. Vu Ha Phuong, a 5th grade student at Hong Giang Primary School, shared: I am very happy and proud to receive the award from the Commune Education Promotion Association. Not only that, I was also recognized by my family and school. This is the motivation for me to try to study better, and later become a useful person for my hometown.

Assessing the effectiveness of the science and technology movement, Mr. Do Quang Hiep, Deputy Secretary of the Party Committee of Hong Giang commune, emphasized: Science and technology activities have contributed to promoting the socialization of education, becoming a widespread mass movement to every family. The movement brings many practical benefits, especially creating learning conditions for poor children, children in difficult circumstances, nurturing talents for the homeland. In the context of implementing the merger of commune-level administrative units, the science and technology movement will be an important foundation to unite the community, strengthen the great solidarity bloc, and improve the quality of human resources for the new development stage.
