
Perfecting the organization of the tax authority according to the new model
According to Hanoi City Tax, implementing the policy of continuing to reorganize the tax authority apparatus in accordance with the 2-level local government model according to Resolution No. 60-NQ/TU dated April 12, 2025 of the Party Central Committee; Decision No. 2229/QD-BTC of the Ministry of Finance amending Decision No. 381/QD-BTC on functions, tasks, powers, and organizational structure of the Tax Department, the Tax Department issued Decision No. 1376/QD-CT dated June 30, 2025, stipulating the functions, tasks, powers, and organizational structure of the Provincial and Municipal Tax Departments under the Tax Department.
Accordingly, from July 1, 2025, the apparatus of Hanoi City Tax will be arranged to include 16 departments (the departments will retain their old names, except for 5 inspection departments that will be renamed inspection departments from number 1 to number 5) and 25 Base Taxes (corresponding to 25 tax teams of Hanoi before); in which each Base Tax of Hanoi City monitors and manages the wards and communes.
The leader of Hanoi City Tax said that the restructuring of the tax authority's apparatus according to the new model is not only an administrative rearrangement but also a strategic step to concretize the central government's major policy on continuing to innovate, streamline the apparatus, and operate effectively and efficiently; at the same time, clearly demonstrating the spirit of closely following the practice of organizing two-level local governments.
Faced with the challenge of an increasingly large workload, the Tax sector has made efforts to simultaneously deploy and consolidate the organization of the apparatus according to the 2-level local government model in accordance with the Government 's direction, while ensuring the full and smooth maintenance of taxpayer support activities. This is a strategic transformation, demonstrating the tax authority's initiative and flexibility in implementing the "dual goal" - both reorganizing the apparatus to be streamlined and effective, while not interrupting public services, creating maximum convenience for taxpayers.
Support and resolve problems
To realize that goal, all cadres, civil servants and employees of the Tax Department of Region I, now Hanoi City Tax, have been serious, urgent and highly focused, synchronously implementing many solutions to complete the tasks according to the set plan. Hanoi City Tax and 25 local Taxes have arranged cadres to work at the "one-stop" department, the "Registration and other collection" department who are capable, have good moral qualities, are enthusiastic and have a culture in communication and behavior to receive documents, promptly support to resolve problems for people and businesses. Unit leaders regularly monitor, urge, supervise, promptly remind cadres and civil servants to strictly implement the internal rules and working regulations of the agency, work handling procedures, promote the spirit of responsibility to create a fundamental change in compliance with discipline, work style, attitude and behavior towards taxpayers and people. Along with that, the Tax sector organizes many surprise inspection teams at units to supervise the performance of tax officials' duties, resolutely and strictly handle violations of the sector's rules and regulations (if any), ensuring good service to taxpayers and the people.
Particularly in early July 2025, when the tax authority operates under the 2-level local government model, Hanoi City Tax has established 7 public service inspection teams at 25 Tax bases to promptly support and remove obstacles for officials and civil servants when operating under the new apparatus; at the same time, supervise the handling of officials and civil servants regarding taxpayers' opinions and reflections. From there, advise the leaders of Hanoi City Tax to promptly direct the resolution of obstacles and shortcomings; resolutely not let taxpayers feel frustrated and reflect to the tax authority. As a result, the tax authority has received and resolved tax administrative procedures promptly, effectively, and in accordance with regulations as well as recommendations and problems that taxpayers reflect directly or through the electronic information portal, hotline, etc.
With those efforts, the new apparatus of Hanoi City Tax and 25 local Taxes operate smoothly and effectively, best serving the people and businesses according to the 2-level local government model. Administrative management and tax management at tax agencies at all levels are smooth, promptly resolving administrative procedures for people and businesses. The new model also helps taxpayers to be more convenient when performing administrative procedures, while meeting the requirements of digital transformation, modernization of the Tax sector, and meeting the 2-level local government model.
This is an important milestone of the Hanoi Tax sector, aiming to improve the quality and efficiency of tax agencies at all levels, meet the requirements of socio-economic development and best serve the people and businesses of the capital.
