The Standing Committee of the Provincial Party Committee met to give opinions on many important contents.

On the afternoon of October 20, under the chairmanship of comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Standing Committee of the Provincial Party Committee, a regular meeting was held to review and give opinions on a number of reports, submissions and important contents of the province.

Provincial Party Secretary Hau A Lenh chaired the meeting of the Provincial Party Standing Committee.

Attending the meeting were comrades: Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of Party committees, the Provincial Party Committee and a number of relevant departments and branches.

At the meeting, the Standing Committee of the Provincial Party Committee gave opinions on the contents of the results of the leadership, direction and operation of the Standing Committee of the Provincial Party Committee in week 42 of 2025; Regulations on speaking and answering interviews with press agencies of the Standing Committee of the Provincial Party Committee, specialized agencies advising and assisting the Provincial Party Committee.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Phan Huy Ngoc spoke on the contents at the meeting.

The Standing Committee of the Provincial Party Committee also commented on the Proposals of the Provincial People's Committee Party Committee, including: Requesting the policy of adjusting the reduction of the public investment plan of local budget capital from the source of provincial budget expenditure savings, land use fee revenue allocated for the Tuyen Quang - Ha Giang Expressway project (phase 1), the section passing through Ha Giang province (before rearrangement) and the detailed allocation plan of provincial budget expenditure savings in 2025; Policy of assigning additional development investment expenditure estimates and public investment plan of local budget capital in 2025 from the source of increased revenue and expenditure savings of the provincial budget in 2024; Policy of some contents in the implementation plan of Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Government's Action Plan to implement Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes; Draft Resolution on allocation and assignment of regular expenditure estimates to implement the National Target Program on Sustainable Poverty Reduction in 2025; Draft Resolution of the Provincial People's Council regulating the one-time subsidy level for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025, who immediately quit their jobs due to the implementation of the 2-level local government organization model in Tuyen Quang province.

Comrade Hoang Thi Hang, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, reported at the meeting.

Concluding the content of the Regulations on speaking and answering interviews with press agencies, Provincial Party Secretary Hau A Lenh requested the Provincial Party Committee's Propaganda and Mass Mobilization Department to closely follow the provisions of the Press Law and the speaking regulations, clearly specifying the authority and responsibility of the spokesperson, ensuring that information provided to the press is accurate, timely, public, transparent, and serves the province's propaganda work well. The assignment of spokespersons must be carried out in accordance with regulations, shortening the process, avoiding overlap, ensuring consistency in speaking and handling press information.

Deputy Secretaries of the Provincial Party Committee gave their opinions on the meeting's contents.

Regarding the reports of the Provincial Party Committee, Secretary of the Provincial Party Committee Hau A Lenh basically agreed in principle, and at the same time requested the Provincial People's Committee to direct the drastic and synchronous implementation of solutions to promote investment attraction, considering this an important driving force for socio -economic development. Investment projects need to be planned in detail, clearly defining the progress and resources for implementation, and allocating reasonable funding to avoid spreading and inefficiency. He emphasized the need to speed up the completion of administrative procedures, creating maximum convenience for early commencement and implementation of key projects; at the same time, urgently promote the disbursement of public investment capital for projects that meet payment conditions, ensuring progress and quality, contributing to the completion of the province's economic growth target in 2025.

The Provincial Party Secretary requested the drafting agencies to absorb comments at the meeting, continue to review and complete the submissions and reports before submitting them to the Provincial Party Standing Committee for consideration, ensuring compliance with regulations, close to reality, high feasibility, no errors, while strengthening coordination, promoting the responsibility of leaders, creating clear changes in the organization and implementation of the province's political tasks.
