International cooperation has been expanded and become effective; the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced.

In addition to evaluating the results achieved, the congress proposed directions and leadership measures for the coming term; identified three breakthroughs and main goals for the term.
