On July 15, the Provincial Party Standing Committee held a weekly work conference to listen to and give opinions on the results of implementing Resolution No. 13-NQ/TU dated April 28, 2023. of the Provincial Party Executive Committee on science , technology and innovation development to 2030 and some other important contents. After 1 year of implementing Resolution No. 13-NQ/TU of the Provincial Party Committee, science, technology and innovation activities in Quang Ninh province have had positive changes. Up to now, a number of indicators have met or exceeded the requirements set out in the Resolution such as: Total Factor Productivity (TFP); number of patent applications and protection certificates; exported products registered for international trademark protection; rate of patents exploited and commercialized. Science and technology infrastructure to promote research, application and technology transfer activities has been consolidated with 2 high-tech agricultural zones; 39 laboratories meeting LAS and VILAS standards. Exploiting and developing brands for 74 products that are local specialties and strengths, contributing to enhancing the value and competitiveness of products. State management of technology has been strengthened. 100% of investment projects have been appraised or commented on technology, resolutely not approving projects using old and outdated technology for investment in the province. The electronic ISO software system according to national standards has been deployed and applied to the operations of the provincial state administrative agencies. Cooperation in the field of science and technology continues to be expanded and innovated in the direction of supporting businesses to access technologies from developed countries.
Commenting on this content, the Standing Committee of the Provincial Party Committee unanimously agreed that after 1 year of implementation, Resolution 13 has created fundamental changes, contributing significantly to the socio-economic development results in the area.
To continue to create changes in this field, the Provincial Party Standing Committee requires reviewing the targets set out in the Resolution to develop a suitable implementation roadmap. In particular, focusing on research, developing mechanisms and policies to create a favorable environment to attract science and technology human resources, especially high-quality human resources from both domestic and foreign countries. Creating a source of science and technology staff from excellent students. Having a mechanism to encourage young science and technology research groups. Developing an innovative startup ecosystem. At the same time, linking science and technology research and application with staff training.
Promote the application and transfer of scientific and technological innovations in key areas such as: Manufacturing and processing industry, tourism - services, marine economy, digital transformation, healthcare, education, transportation, security and order, disaster prevention, search and rescue. It is necessary to closely link basic research on science and technology with local practices. At the same time, effectively apply scientific research into practice.
Strengthening the attraction of diverse resources for science and technology and innovation, especially the private sector and FDI enterprises in investing in science and technology development and innovation.
The Standing Committee of the Provincial Party Committee also emphasized that in order to effectively implement the assigned tasks, the implementation organization must be associated with the responsibilities of each department, branch, and locality in each assigned field.
Commenting on the tasks this week, the Standing Committee of the Provincial Party Committee requested agencies and units to implement Resolution 25-NQ/TU and Conclusion 1156-KL/TU of the Provincial Party Committee on the implementation of tasks for the last 6 months of 2024.
