Stepping back does not mean stopping contributing.
According to data from the Department of Home Affairs, from the beginning of 2025 to September 2025, the entire Hue City (including commune level) had about 776 cases of redundancy due to organizational reorganization. By the end of August 2025, 771 people had proactively applied for early retirement according to Decree 178 and Decree 67 of the Government. On average, each early retirement case received about 1.3 billion VND in subsidies. This number not only shows the attention of the Party and State, but also reflects the trust and high consensus of the staff.
Notably, many leaders, including some under the management of the City Party Committee, have voluntarily retired early, considering this a “practical way to contribute” to the “revolution” of streamlining the local apparatus. They shared that retiring early is not to avoid responsibility, but to create conditions for the development of young cadres, while affirming their consensus with the streamlining policy.
Ms. Phan Thi Thanh Phuong, former Deputy Head of the Propaganda and Mass Mobilization Department of the Quang Dien District Party Committee (old) decided to retire when she was 75 months away from retirement age, with the view: “The predecessors giving way… is also a way to contribute so that the next generation has the opportunity to develop”. Mr. Hoang Minh Tri, former Head of the Department of Home Affairs’ Personnel Organization Department, retired 5 years early, saying: “If everyone tries to keep their position, streamlining the apparatus will be difficult to be effective; retiring early is not a disadvantage, but a contribution to innovation”.
Many officials accepted to take a step back when the agency merged, from head to deputy, from leadership position to supporting role, with the spirit of "for the common good". When merging the Propaganda Department and the Mass Mobilization Committee of the Hue City Party Committee, Mr. Ho Xuan Trang, former Head of the City's Ethnic Committee, was transferred to be Deputy Head of the Propaganda and Mass Mobilization Committee of the City Party Committee; Mr. Ho Thang, Director of the Department of Science and Technology, also took on the role of Deputy Head of the Committee at the new agency.
When asked what he thought when he was transferred to the position of Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee, Mr. Ho Xuan Trang said: "Restructuring the apparatus is a major policy of the Party and State with the goal of moving towards a streamlined, efficient, effective and efficient apparatus; creating a premise for the country to develop more and more. I myself am determined that in any position, I will do my best to fulfill my responsibilities and abilities for the common development."
It is worth noting that after retiring early, these officials still made contributions to the locality. Mr. Vo Van Vui, former Secretary of Phong Dien Town Party Committee, regularly participated in grassroots activities, listened to the people's thoughts and boldly proposed many solutions to build a new Phong Thai ward.
Mr. Tran Duc Thanh, former Standing Deputy Secretary of Phu Loc District Party Committee (old) and Mr. Hoang Hong Son, former Head of Phu Loc District Party Committee's Inspection Committee (old), also proved that stopping does not mean stopping to contribute. In the process of building the Draft Political Report of the 1st Phu Loc Commune Party Congress, the two men also actively participated, contributing many solutions on resource mobilization, promoting internal solidarity, creating breakthroughs for the next 5 years.

Change to adapt
Mr. Nguyen Van Manh, Director of the Department of Home Affairs, said that in the work of arranging and assigning cadres, he has witnessed many admirable examples. One of the cases that left a deep impression was comrade Duong Phuoc Phu, former Deputy Director of the Department of Home Affairs, now Secretary of the Phong Thai Ward Party Committee.
When the two-level local government came into operation, Mr. Phu was transferred to the grassroots. For someone who used to be a deputy director of the department, this was a huge change, from a policy-making environment to working directly at the local level. In his new position, Mr. Phu quickly adapted, proactively applying his accumulated experience to apply in practice. Notably, despite taking on a new task, Mr. Phu was always interested, accompanied and ready to support the general work of the Department of Home Affairs.
“What I truly admire about Comrade Phu is his sense of responsibility, humility and devotion to the Party and the People. In any position, he is wholeheartedly devoted to the collective and the common work. This is a shining example and a source of encouragement for us to have more confidence, make more efforts and contribute more to the common cause,” Mr. Nguyen Van Manh commented.
Ms. Hoang Thi Nhu Thanh, Chairwoman of An Cuu Ward People's Committee, said that she was previously the chief of the district party committee office, so when she took on the task of government management, she researched many new leadership and management methods. The ward proactively connected Zalo and hotlines to make it easier for people to look up and shorten the time to handle administrative procedures. At the same time, the ward arranged staff with the right expertise and trained them in communication skills in public service...
An official of Thuan An ward shared that since the new apparatus came into operation, he has proactively spent more time on work, even in the evenings or on weekends. The workload is large, and new situations arise, and if not handled promptly, it will affect the overall progress. He considers this a "historic moment" for the government apparatus, requiring double the effort. Instead of being afraid of difficulties, he sees it as an opportunity to practice, improve his capacity and demonstrate his sense of responsibility. Going directly to the grassroots, listening to the people, and solving difficulties helps him see the value of his work and become more attached to the development of Hue.
Mr. Ho Dam Giang, Party Secretary of A Luoi 3 Commune, said: After the government was organized according to the 2-level local government model, the working style of the commune's cadres has changed significantly. The Party Committee has sent many cadres to attend training courses and professional development; at the same time, it requires cadres not only to sit at the headquarters but also to regularly go to the grassroots, close to the people, and promptly resolve difficulties in production and daily life. "We thoroughly grasp the spirit of innovation, flexibility, and being closer to the people so that the 2-level local government apparatus can operate effectively, truly bringing practical benefits to the people," Mr. Giang emphasized.
Hue people's character in change
A noteworthy point is that throughout the process of arranging and assigning cadres, from the time of the Central Committee's policy until the implementation of Resolution 18, in Hue City, there were no complaints or denunciations. This reflects a methodical, impartial approach with a clear process.
According to Mr. Dang Van Son, Deputy Head of the City Party Committee's Organization Committee, the stressful and pressured process is also a testament to the high determination of the city's political system. From the days of working through the night, hundreds of documents "coming out" every day, to the silent sacrifices of department-level officials at the grassroots level; from the initial confusion in building criteria to having an optimal plan... all have created a foundation for Hue to gradually streamline the apparatus, operate the 2-level local government stably, transparently and effectively.
At a number of recent City Party Committee conferences, City Party Committee Secretary Le Truong Luu repeatedly emphasized: The pioneering, exemplary spirit and willingness to sacrifice for the common cause of cadres and party members has been clearly demonstrated in the recent period. Many cadres are willing to be demoted to ensure a smoother reorganization process. These are role models, creating trust for cadres and party members in the viewpoints, guidelines and policies of the Party and State.
Cultural researcher Nguyen Xuan Hoa commented: “Hue people’s personalities are clearly shown in the way they approach and implement the requirements of the “revolution” to streamline the apparatus. Hue people always think carefully, approach problems multi-facetedly, and are steadfast when they have understood. It is this thoroughness that helps the implementation process not to give rise to sensitive issues.”
In the early days of operating the apparatus, localities faced many challenges, especially the mindset of cadres. The 2-level local government apparatus was put into operation, many cadres who were unfamiliar with each other now had to work together. A new collective, with different capacities and mindsets, was not easy to mobilize maximum strength. Therefore, building solidarity was a priority.
Mr. Truong Quang Trung, Secretary of the Party Committee of Huong An Ward, shared: “Taking advantage of the weekend, the ward leaders organized dinners, both for the staff to get acquainted and for them to grasp their thoughts and feelings, and resolve difficulties at work. These intimate family-like meals have helped the staff bond more, be more willing to share difficult matters, thereby resolving difficulties and feeling more secure in their work.”
