Phu Tho province regulates extra teaching and learning in the area.

On October 4, information from the People's Committee of Phu Tho province said that the People's Committee of the province has just issued Decision No. 53 on extra teaching and learning in Phu Tho province.

According to the above decision, extra teaching and learning in schools must not collect money from students, and is only for the subjects specified in Clause 1, Article 5 of Circular No. 29/2024. Funding for organizing extra teaching and learning in schools uses the state budget and other legal funding sources.

For extra-curricular teaching and learning activities outside of school, the tuition fee is determined based on the agreement between the extra-curricular teaching facility and the student's parents.

Additional teaching facilities are responsible for publicly announcing the tuition fees and content of the additional teaching program on the electronic information portal or publicly posting them at the location before enrolling students.

The collection, management and use of tuition fees must comply with the provisions of the law on finance, accounting, tax and other relevant legal provisions.

The People's Committee of Phu Tho province assigns the Department of Education and Training as the focal agency, presiding over and coordinating with relevant agencies, departments, branches, localities and units to deploy and urge the implementation of this Regulation; organize inspections; coordinate with relevant agencies to conduct inspections; handle according to authority or propose competent agencies to handle violations in extra teaching and learning activities in the province...

The Department of Finance advises the Provincial People's Committee to arrange funds for organizing extra teaching and learning according to regulations; guide the registration of business in the field of extra teaching and learning; coordinate management and guide the use of funds; participate in inspecting the implementation of financial regulations when requested.

Phu Tho Provincial Tax Department manages, monitors and guides tax registration, tax declaration and tax payment for organizations and individuals doing business in teaching and learning according to regulations...

The People's Committee at the commune level directly manages the activities of extra teaching and learning in the area. Directs, guides, propagates, and inspects the implementation of regulations; detects, handles, or recommends to competent authorities to handle violations;

Monitor and inspect compliance with legal regulations on working hours, overtime, and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school...
