The Ministry of Education and Training has just announced a draft circular regulating professional standards for lecturers teaching in higher education institutions, aiming to widely solicit opinions from society.
Many new points in the requirements of tasks and competencies of university lecturers
The draft specifically stipulates the tasks of each group of lecturer positions: university lecturer, senior university lecturer, and senior university lecturer.
All must meet professional ethics standards, training levels and professional capacity according to specific regulations. One of the notable contents is that university lecturers must have a master's degree or higher, meet ethical standards, expertise, information technology skills and foreign languages.
University lecturers must meet the following criteria: have a master's degree or higher, appropriate to the job position, industry or teaching major; have a certificate of professional training for university lecturers; have scientific research capacity; be able to use information technology and foreign languages...
In addition to the master's degree requirement, a full university lecturer must also preside over or participate in developing a training program; compile training books with an ISBN code; preside over at least one basic-level scientific research project or higher; have at least three scientific articles published in international journals with an ISSN code; and hold the position of university lecturer for 4-6 years depending on the degree.
Senior university lecturers must have a doctorate degree, have in-depth research capacity and meet higher requirements: presiding over at least 2 basic-level research topics or 1 higher-level topic; guiding at least 2 master's students or 1 doctoral student; compiling specialized books with ISBN codes; having at least 6 international scientific articles (ISSN); holding the title of senior lecturer for at least 4 years.
Lecturers proactively equip themselves with professional skills
According to the Ministry of Education and Training, professional standards will be the basis for recruiting, arranging, evaluating, training, fostering, and developing the teaching staff. At the same time, it will help lecturers determine personal development plans appropriate to their job positions.
The new standard also requires heads of higher education institutions to base on professional capacity to assign, evaluate, and develop plans for developing the teaching staff, contributing to improving training quality.
The draft stipulates that lecturers who have obtained a training certificate according to professional title standards before January 1, 2026, will be recognized as having met the requirements and do not need to retake the new program.
Creating a unified legal corridor, improving training quality
According to the Ministry of Education and Training, this draft inherits current regulations but is updated to ensure consistency with the newly issued Law on Teachers and related legal documents.
Unlike previous documents that only applied to teaching staff at public universities, this draft expands the scope of application to include non-public universities (except units under the Ministry of Public Security and the Ministry of National Defense).
The Ministry affirmed that the development and promulgation of professional standards for lecturers is a necessary step, contributing to the realization of Resolution 71-NQ/TW of the Politburo on education and training development, in which lecturers are the key "driving force" determining training quality.
