
Affirming strong commitment to implementing ethnic and religious policies, ensuring sustainable, equitable and inclusive development for all regions across the country
On October 8, the Ministry of Ethnic Minorities and Religions issued Report No. 2250/BC-BDTTG, summarizing the results of implementing the Conclusions of the Politburo and Secretariat related to the organization of two-level local governments.
Last week, the Ministry of Ethnic Minorities and Religions issued many notable directives, reflecting its proactive and pioneering role in policy making and task implementation, specifically.
Report No. 2173/BC-BDTTG dated September 30, 2025 comprehensively assessed the current status of the system of legal documents in the field of ethnicity and religion, and proposed solutions to improve the structure of this system. The report was made at the request of the Ministry of Justice in Official Dispatch No. 5221/BTP-CLKHPL to serve the Project "Improving the structure of Vietnam's legal system to meet the requirements of national development in the new era".
Report No. 2229/BC-BDTTG dated October 7, 2025 specifically implements the contents according to Conclusion No. 195-KL/TW dated September 26, 2025 of the Politburo, Secretariat and direction in Official Dispatch No. 19/CV-BCĐ of the Steering Committee for reorganization of administrative units. The report focuses on building a 2-level local government model in a streamlined and effective direction.
In particular, the Ministry issued Official Dispatch No. 2235/BDTTG-PC dated October 7, 2025 to the Chairmen of the People's Committees of provinces and centrally-run cities, requesting a quick report on the results of implementing decentralization and delegation of powers according to Conclusions 192-KL/TW and 195-KL/TW. The Official Dispatch emphasized the urgency and importance of reviewing and evaluating the team of cadres and civil servants working on ethnic, belief and religious affairs in localities after the administrative unit arrangement.
Accordingly, the Ministry requested the People's Committees of provinces and cities to focus on clarifying three main contents, including: Results of the arrangement and assignment of civil servants and public employees working on ethnic and religious affairs after reorganizing administrative units at the provincial and communal levels; Current status of cadres at the provincial and communal levels; Structure of training levels, political theory and the proportion of cadres who have received professional training on ethnicity, beliefs and religions.
Innovation in capital allocation and reform of administrative procedures in the ethnic sector
Also according to the Ministry of Ethnic Minorities and Religions, based on coordination with relevant ministries, branches and localities, the Ministry has advised the Prime Minister to issue Decision No. 35/2025/QD-TTg dated September 25, 2025, amending and supplementing Decision No. 39/2021/QD-TTg. This Decision stipulates the principles, criteria and norms for allocating central budget capital, as well as the proportion of counterpart capital of local budgets for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I (2021-2025).
This is an important step to ensure fairness, transparency and efficiency in resource allocation, creating favorable conditions for localities to implement ethnic policies in a synchronous and flexible manner according to the characteristics of each region.
The total number of administrative procedures of the Ministry is 58, including: 23 central-level administrative procedures; 24 provincial-level administrative procedures; 11 commune-level administrative procedures.
Notably, 23 central-level online public services of the Ministry have been integrated with the National Public Service Portal, including: 14 full-process online public services; 9 partial online public services.
In the context of the country promoting institutional reform and improving the efficiency of the local government apparatus, the Ministry of Ethnic Minorities and Religions has demonstrated an active and proactive role with many directive documents and specific, synchronous and drastic solutions. These efforts not only contribute to perfecting the administrative system but also affirm a strong commitment to implementing ethnic and religious policies, ensuring sustainable, equitable and inclusive development for all regions across the country.
