Today, I am very happy and excited to attend the 75th Anniversary of the Ho Chi Minh National Academy of Politics and receive the First Class Labor Medal. On behalf of the Party and State leaders, I would like to send to the distinguished delegates, distinguished guests, and all professors, doctors, researchers, generations of teachers, staff, lecturers, and students of the Academy my warmest regards and best wishes. I wish the Academy to grow further and constantly consolidate its role and position as a particularly trustworthy and prestigious address of the Party and State in the career of training cadres, especially strategic cadres.

Dear comrades,

After 75 years of construction and growth, implementing the teachings of beloved Uncle Ho "Training cadres is the fundamental work of the Party", generations of cadres and lecturers of the Ho Chi Minh National Academy of Politics have always been united, strived, overcome all difficulties and challenges, and excellently completed assigned tasks; well performed the mission of training and fostering mid- and high-level leaders and managers of the Party and the political system, researched and provided scientific arguments for the formulation of guidelines, policies and strategies of the Party and State, and constantly cultivated a glorious tradition with proud achievements.

Honored to be founded and directly directed by President Ho Chi Minh in the Viet Bac War Zone, the Academy has trained tens of thousands of cadres to serve the resistance war against French colonialism and American imperialism, building socialism in the North and liberating the South to unify the country, leading the whole country to socialism.

Entering the period of innovation, the Academy has actively and proactively reformed many aspects of work comprehensively. Under the leadership of the Party, the Academy's staff and lecturers, with their political and scientific mettle, steadfastness and loyalty to revolutionary ideals, have researched, explored and provided many scientific and practical arguments for the formation and completion of the Party's innovation policy; shifted from a centrally planned economy with subsidized bureaucracy to a market economy with state management and people's ownership; trained and fostered tens of thousands of cadres to serve the innovation process; contributing to protecting the Party, protecting the regime, maintaining the Party's ideological foundation, building the Platform for national construction in the transitional period to socialism in 1991 and supplementing and developing it in 2011, continuing to move the innovation process forward in the face of all negative impacts, including in dangerous moments when the socialist regime in the former Soviet Union and Eastern Europe collapsed, negatively impacting Vietnam.

In recent years, the Academy has proactively updated and innovated the entire system of textbooks and training materials for titles, advanced training, and intermediate political theory training along with the process of developing the Draft Documents of the 13th National Party Congress. Compiling textbooks and materials for training systems and training for middle- and high-level leaders and managers of the Party and State to meet the requirements of the new period, including timely updating and supplementing new contents in the Documents of the 13th National Party Congress. There are many solutions to improve the quality of training and training; innovate content, programs, teaching and learning methods; training management; strengthen the centralized system, gradually reduce the decentralized system. Coordinate well the organization of training classes to update knowledge for members of the Central Executive Committee; Alternate members of the Central Executive Committee; Deputy Secretaries, Chairmen of People's Councils, People's Committees of provinces and centrally-run cities; Strategic planning cadres of the 13th term, planning members of the 14th Party Central Committee, senior cadres of the Lao Party and State, and many training courses to update knowledge for leaders and managers at all levels and the team of theoretical cadres and political theory lecturers.

Scientific research has made clear changes in a practical direction, closely linked to the practical requirements of the renovation process. The Academy has successfully implemented the National Key Scientific Program "Research, summarize, propose supplements and develop Marxism-Leninism - an important component of the ideological foundation of the Communist Party of Vietnam in the new context", is actively implementing the Program "Research, apply and creatively develop Ho Chi Minh's thought in the cause of national construction and defense in the renovation period"; published a series of popular theoretical books on Marxism-Leninism, Ho Chi Minh's thought and the path of national renovation, attracting the attention of a large number of cadres, party members and people; There are dozens of reports sent to the Politburo, the Secretariat, the National Assembly, the Government, the Subcommittee on the Summary of 40 Years of Innovation, hundreds of reports providing comments, advice, and criticism to central and local departments, ministries, and branches, providing many scientific arguments for the planning of policies and guidelines of the Party and State and the direction and administration of all levels and branches at the central and local levels.

The work of protecting the Party's ideological foundation and fighting against erroneous and hostile views in the new situation has been carried out creatively and effectively by the Academy, especially the successful organization of the Political Essay Contest to protect the Party's ideological foundation with the participation of a large number of cadres, party members, people at home, overseas Vietnamese and international friends. The Academy has successfully completed the work of compiling the Party's history, guiding the compilation of the history of local party committees, departments, branches and organizations; compiling biographies of key leaders and exemplary senior leaders of the Party and the Vietnamese revolution. Proactively advising and organizing the good implementation of Regulation No. 11-QD/TW dated May 19, 2021 of the Secretariat on standard political schools; strengthening, allocating and effectively using resources; perfecting and streamlining the organizational apparatus and improving the quality of the staff and lecturers.

International cooperation activities are constantly being innovated and improved in quality and efficiency; contributing to the good service of training, fostering cadres and scientific research. The training courses for leaders and managers at strategic levels all have a component of studying experiences in the world's leading developed countries; the Academy has soft centers connecting with leading scientific research centers in the region and the world, attracting many international experts to participate and cooperate in scientific research, demonstrating systematic thinking and global vision in scientific research, contributing to improving the quality of consulting work on policy making with the Party and State and training and fostering cadres and managers in recent times. The Academy's Party Committee has been a clean and strong Party Committee for many consecutive years.

With great efforts, endeavors and achievements in 75 years of construction and development, the Academy has been awarded many noble awards by the Party and State such as: Gold Star Order, Ho Chi Minh Order (twice), Independence Order, the title of Labor Hero in the renovation period and at today's Anniversary Ceremony, the Academy is honored to receive the First Class Labor Order (for the second time). On behalf of the Party and State leaders, I warmly congratulate and commend the great achievements that generations of cadres, civil servants and students of the Ho Chi Minh National Academy of Politics have achieved over the past 75 years.

Dear comrades!

We are excited and proud of the achievements that the Academy named after beloved President Ho Chi Minh has achieved after 75 years of construction and development, and are more deeply aware of the glorious responsibility on the journey with the entire Party, the entire people and the entire army to bring the country into a new era, an era of national growth, to realize President Ho Chi Minh's wish "Our entire Party and people unite to strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause", in the context of many favorable conditions, but also many difficulties and challenges.

The world is in a period of epochal change, from now until 2030 is the most important period to determine the new world order, this is also a period of important strategic opportunity, the sprint stage of the Vietnamese Revolution to achieve the goal of 100 years under the leadership of the Party, 100 years of founding the country. Peace, cooperation and development are still the main trends, but competition between major countries is increasingly fierce, in which Asia - Pacific is the most fiercely competitive area. Hostile and reactionary forces have never given up their plot to overthrow the leadership role of the Communist Party and the socialist regime in Vietnam; they are vigorously carrying out the strategy of "Peaceful Evolution" with many methods and tricks that are increasingly sophisticated, cunning and vicious; thoroughly exploit comprehensive and deep international integration to infiltrate internally, promote "self-evolution" and "self-transformation" factors in order to disintegrate our Party and our regime from within. Non-traditional security challenges cause many negative impacts. The emergence and development of cyberspace along with the 4th industrial revolution with unprecedented scale and speed, bring about a new era in which underdeveloped and developing countries can take advantage of opportunities, take shortcuts, develop rapidly, rise to become powerful countries or fall into the abyss of backwardness if they fail to take advantage of opportunities. In the country, with 79 years of revolutionary history, with 40 years of national renovation under the leadership of the Party, the cause of building and defending the Fatherland has achieved great achievements and has the foundation, potential, prestige and international position as today. However, we are also facing the need for a revolution with strong and comprehensive reforms to develop productive forces, perfect production relations, establish new, advanced and modern production methods, and create new momentum for development.

The above situation has placed increasing demands on the Academy in the work of training, fostering cadres and scientific and theoretical research, contributing to advising and formulating guidelines and policies for national construction and development, making worthy contributions to the renovation process. I would like to suggest 4 issues for you to pay attention to, as follows:

Firstly , strongly innovate the training and fostering of cadres according to the motto "students are the center, schools are the foundation, lecturers are the driving force". Resolutely overcome the situation of being afraid to study, lazy to study theory, studying superficially, generally, learning in a "glazed" way; attach importance to education, improving revolutionary ethics, political mettle, ideological stance and level, leadership and management capacity for students; linking theory with practice. Proactively follow the requirements for developing high-quality human resources, leadership and management human resources in the Party's resolutions, directives and conclusions to build appropriate training and fostering programs. Continue to innovate training programs and contents, update knowledge for leadership and management positions; combine theoretical study, practical research with protecting the Party's ideological foundation; equipping with vision, strategic thinking, methods, leadership and management skills suitable for each position, agency, locality and country; contributing to building a team of cadres equal to the task, with the spirit of "Dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good".

Second , continue to strongly innovate scientific research work, closely combining theoretical research and practical summarization. Theory plays a particularly important role in the development of the country in the new era. According to Engels, "A nation that wants to stand on the pinnacle of science cannot do without theoretical thinking"; President Ho Chi Minh taught, "Only when the Party is steadfast can the revolution succeed, just as the helmsman must be steady for the boat to run. If the Party wants to be steadfast, it must have an ideology as its core, everyone in the Party must understand and follow that ideology. A Party without an ideology is like a person without intelligence, a ship without a compass". Contributing to the development and perfection of theories to guide the successful implementation of the Party's strategic goals is the glorious task of the Academy in the coming time. To do so: (i) The highest goal and requirement of scientific and theoretical research that the Academy must achieve is to “Respond promptly to new and complex practical issues; forecast development trends, strategic situations that must be handled, and point out bottlenecks that hinder development. Provide timely scientific basis for planning the Party's guidelines and policies, the State's policies and laws to meet the requirements of national development in the new era, create consensus within the entire Party and the entire people, refute erroneous and hostile viewpoints, contribute to the successful implementation of the revolution to develop new, advanced and modern production methods, and bring the country firmly into a new era”. In other words, theory is the product of scientific research of the Academy that must create historical progress, strong development of economy, politics, culture and society, accelerate the country's progress towards socialism, and create a better life for the Vietnamese people and people around the world. (ii) The task of scientific and theoretical research is to protect and continuously develop Marxism-Leninism, Ho Chi Minh thought, and perfect the theory of the renovation path, socialism and the path to socialism. Focus on researching strategic issues such as summarizing 100 years of the Party's leadership of the Vietnamese revolution; 40 years of implementing the Platform for national construction in the transitional period in 1991; and making practical and strong contributions to the construction of a complete, scientific and modern theoretical system on socialism and the path to socialism in Vietnam in the process of celebrating the 100th anniversary of the founding of the country. (iii) Regarding scientific research methods and theories, it is necessary to delve into practical life, into the activities of the Party and the political system, on the basis of the worldview and methodology of Marxism-Leninism, Ho Chi Minh thought, especially the historical and dialectical viewpoints to receive information, analyze and generalize into theories; to be sensitive to new issues and new developments in the world, and to appropriately absorb the intellectual achievements of mankind to serve the cause of building socialism in Vietnam. (iv) Regarding the scientific research force, it is necessary to pay attention to developing a team of scientists, leaders and managers with pure moral qualities, strong political will and scientific courage; to innovate the mechanism for building and promoting a team of experts and leading cadres with profound knowledge and close ties to practical activities.

Third , build the Academy to truly become a model of Party building work; a model of maintaining school discipline, learning discipline, a red address to nurture good qualities of Communists; a cradle to train Party spirit, Party culture and steadfast political will for cadres and Party members participating in studying and training at the Academy. Continue to support and accompany Political Schools to soon reach higher standards; perfect the model of Smart Academy; preserve and spread the positive values ​​of Party School culture to Political Schools and other training institutions across the country.

Fourth , I request that all students must thoroughly understand and implement the advice of beloved Uncle Ho in the School's Golden Book of Tradition when visiting the Central Nguyen Ai Quoc School, which is "Study to work, to be a human being, to be a cadre. Study to serve the organization, the class and the people, the Fatherland and humanity". More than ever, you must be deeply aware of your responsibilities and duties before the Party, the State and the People; before the requirement to successfully implement strategic goals, build a strong Party, a rich and powerful country, democracy, fairness, civilization, and people with a prosperous and happy life. From there, you must constantly cultivate political qualities, ethics, lifestyle, theoretical knowledge, political mettle, thinking, vision and skills, working methods and actively participate in protecting the Party's ideological foundation, worthy of being the academy of the Central Party School named after the great President Ho Chi Minh.

Dear comrades!

With a glorious tradition of 75 years of construction and development; with a team of highly qualified and dedicated cadres, scientists and lecturers, the Ho Chi Minh National Academy of Politics will certainly successfully complete all tasks entrusted by the Party, State and people, contributing with the entire Party, people and army to successfully carry out the cause of innovation, construction, development of the country and protection of the Socialist Republic of Vietnam.
