The Ho Chi Minh City Department of Education and Training has just officially issued detailed instructions on the collection and use of tuition fees and other revenues in the 2025-2026 school year of public educational institutions in Ho Chi Minh City.
For preschool, general education, and continuing education: In accordance with Resolution No. 217/2025 of the National Assembly , tuition fees will not be collected.
For vocational education: Public vocational education institutions shall implement tuition fees for the 2025-2026 school year according to regulations in Article 10 of Decree No. 81/2021 of the Government .
Regarding service revenues serving and supporting educational activities according to Resolution No. 18/2025 of the People's Council and other service revenues in the field of education and training, specifically as follows:
Regulations on service fees to serve and support educational activities
In which, group 1: Children, students, and trainees studying at educational institutions in the ward.
Group 2: Children, students, and trainees studying at educational institutions in communes and special zones.
Fees and collection levels for continuing education facilities, vocational training facilities and other public educational facilities implementing general education programs: Apply the same collection levels as public general education facilities of the same level in Ho Chi Minh City.
The collection rates prescribed in Resolution No. 18/2025 above are the maximum collection rates. Based on the actual situation of the educational institution and the needs of the students, the educational institution shall agree with the students' parents on a specific collection rate, but not exceeding the collection rate prescribed in this Resolution and not being 15% higher than the collection rate implemented in the 2024-2025 school year.
In case the educational institution has a plan to organize the provision of additional services to support new educational activities (not yet arising in the 2024-2025 school year), these revenues must be surveyed and agreed upon with parents before implementation.
The Department of Education and Training reminds units to correctly name the fees. Distinguish correctly the fee for "After-hours care and nurturing services (including care services before and after school hours, excluding meals) from the fee for "After-hours care and nurturing services (including care services during holidays, excluding holidays, excluding meals).
Regarding the fee, "For classes that need to use air conditioners but have to rent, the rental must have the agreement of the students' parents and be carried out in accordance with the provisions of law.
Other service revenues in the field of education and training, specifically as follows:
School program revenues and service revenues for individual students
Regarding the revenues from organizing the School Program outside of regular school hours (hereinafter referred to as the School Program) : Public educational institutions directly decide on the methods and forms of organization and must approve the activities, grade levels, content framework, methods, forms of organization, implementation plan and expected organizations and units with qualifications to coordinate the organization.
At the same time, it is necessary to inform and deploy to parents, and reach an agreement with parents to choose educational activities that meet learners' needs on a voluntary basis.
The contents and collection levels are guaranteed to be inherited and have been guided for implementation according to regulations from the 2024-2025 school year. The collection level is guaranteed to be commensurate with the quality of education and training services. The increase in collection level for the 2025-2026 school year (if any) shall not exceed 15% compared to the collection level implemented in the 2024-2025 school year.
Other service organization fees for individual students : This fee is agreed upon by public educational and training institutions with parents to select suppliers according to regulations and purchase directly for each individual student's study and living needs such as: equipment, supplies for boarding school, uniforms, sports clothes, student record stamps, school supplies - study tools, test stamps, boarding meal fees, breakfast and drinking water.
The fee for this content must be appropriate to the local reality. If there is an increase compared to the previous year, it must be explained, made public and transparent, and have the consent of the students' parents. The school invites parents to participate in monitoring and coordinating to have a basis for appropriate adjustments.
The Department of Education and Training requests that public educational institutions not change their names or generate any collection content outside of the prescribed categories. The unit issues receipts and invoices to students when collecting money and notes on the time for collection, and does not organize the collection of multiple items at the same time.
The collection time must ensure the principle of the actual number of months of study but not exceed the prescribed time frame.
