In the coming term, Ho Chi Minh City aims to develop the economy rapidly and sustainably on the basis of renewing the growth model, restructuring the economy towards taking science, technology and innovation as the main driving force; promoting the process of digital transformation and comprehensive green transformation; developing a knowledge-based and creative economy with the ability to participate in the global value chain.

In particular, the City will restructure the supply chain of goods and services in a synchronous and modern manner, take advantage of the domestic consumption market, link domestic trade development with import and export, and participate in the global distribution network and value chain.

Planning the development of new generation free trade zones, associated with the development of smart logistics centers, international transit port clusters and cargo airports.

Investing in upgrading, assigning functions, and converting the model of satellite port systems, ports along the Saigon River and inland container depots (ICDs) to create an effective inter-regional logistics chain. Developing smart port-logistics clusters at Cai Mep - Thi Vai - Can Gio according to the digital super port model and integrated logistics system - operated by big data.

Invest in developing a number of strategic industries, especially supporting industries, modern construction industry, new materials, biotechnology, and production of renewable energy equipment and components that meet international standards.

Along with that is research and development of potential industries and fields such as: artificial intelligence, quantum technology, robots, space, green hydrogen, gene technology, biology and high-end pharmaceuticals... environmentally friendly.

At the same time, attract multinational corporations and leading enterprises in the production of electronic components, semiconductors, and chips. Build research and development centers (R&D), biomedical research centers, and develop new technology products.

Creating the foundation for sustainable economic growth

In the growth model innovation strategy, Ho Chi Minh City will build an international financial center to attract investment, develop a modern financial market, connect globally, apply digital financial models, smart banking, green finance, digital assets, financial technology (Fintech), creating a foundation for sustainable economic growth.

Accelerate the upgrading of the stock market, the City Stock Exchange and the financial and banking services system; integrate digital financial infrastructure with electronic payment platforms, digital asset transactions, blockchain technology and big data management to serve new generation financial services.

At the same time, promote investment attraction to develop leading tourist destinations in Asia, with many high-quality, diverse, modern products imbued with traditional cultural identity; develop tourism combined with health care; build international fair and exhibition centers, regional fashion centers.

Accelerate the construction of marine eco-tourism and high-end resort centers; aim to position the City as an international-class marine tourism center, a green and smart destination, combining conservation with development.

Ho Chi Minh City also restructures its economic model towards innovation, high technology, digital transformation, and green transformation. Develops an innovation corridor from the Eastern High-Interactive Innovation Urban Area to the industrial - service - seaport poles.

Forming science and technology parks and research centers that meet international standards; promoting the combination and convergence between research institutes - universities - business community - venture capital funds, creating a high-tech startup ecosystem.

Connecting creative industries with cultural tourism, education - entertainment - design services; forming cultural industrial clusters and community creative zones.

Establish the City's Innovation and Startup Investment Fund under the PPP model, develop an extra-budgetary financial mechanism for science, technology and innovation according to Resolution 57-NQ/TW of the Politburo.

Create mechanisms, policies, and a favorable legal environment to quickly complete the infrastructure of information technology and smart telecommunications; form data centers and concentrated information technology industrial parks; invest in and use digital maps, big data, and geographic analysis (GIS) to optimize traffic, urban planning, environmental monitoring, and ensure safe technical infrastructure and information security.

The Draft Political Report emphasizes that Ho Chi Minh City will develop economic sectors synchronously, affirming that the state economy plays a leading role and the private economy is an important driving force of growth.

Build strong enough City state corporations to lead key sectors and fields such as infrastructure, urban railways, investment and finance... Have policies to support the collective economic sector, reorganize new cooperative models in line with trends, and promote operational efficiency.

Create an equal business environment; remove barriers regarding land, credit, planning, procedures, etc. to effectively mobilize social resources; continue to build outstanding mechanisms and policies to support the private economic sector in accessing production resources.

Support the development of private economic groups capable of reaching regional and global levels; pay attention to developing a generation of young, dynamic, creative, good-management entrepreneurs with a spirit of serving society.
