According to the Hue Today publication, the Director of Hue City Social Insurance has just signed a decision to assign specific targets to affiliated units, and at the same time requested to step up propaganda work and mobilize people to register to receive money through bank accounts.
Mr. Nguyen Duy An, a resident of Thuan Hoa ward, is one of the typical cases benefiting from this policy. After more than 10 years of retirement, Mr. An often faces difficulties when having to go to the payment point more than 2km from his home to receive his pension. Due to his old age, poor health, and living alone, traveling during the rainy season becomes a burden. Many times, he has to go back and forth many times because of changes in the payment schedule without knowing the information.

Thanks to the guidance of social insurance, post office and bank staff, Mr. An opened an ATM account to receive his pension via bank transfer. He shared: “Now I can receive money just by sitting at home, no need to worry about traveling far or getting caught in the rain. Every month, I get a phone call saying that the money has arrived, which makes me feel secure.”
In recent times, Hue City Social Insurance has coordinated with employers, banks and post offices to promote and support people to switch to receiving money through accounts. When retiring, employees are instructed to register to receive monthly pensions and social insurance benefits in a non-cash form.
In cases of receiving one-time social insurance, the Social Insurance Agency encourages people to declare or open an account right from the time of submitting the application, to ensure quick and accurate payment. Similarly, for those receiving unemployment benefits, the City Social Insurance Agency coordinates with the Employment Service Center to guide workers to declare their bank accounts to receive benefits via transfer.
By August 31, 2025, the entire Hue city recorded encouraging results. Among the 9 basic social insurance units, Quang Dien unit achieved the highest rate with 71.2% of people receiving pensions and monthly social insurance benefits through accounts, while A Luoi reached 49.3%. Regarding one-time social insurance payments, 8/9 units achieved a rate of over 90%, most notably Phu Bai Social Insurance with 97.1%.
The Director of Hue City Social Insurance emphasized that units need to continue to strictly implement the direction of Vietnam Social Insurance on promoting cashless payments, and at the same time effectively implement the Coordination Regulation No. 2286/C06-TCKT dated March 22, 2024 between Vietnam Social Insurance and Department C06 - Ministry of Public Security , taking advantage of the National Population Database to authenticate and pay safely and quickly.
In addition to the administrative reform goal, the expansion of electronic payments is also an important criterion in the evaluation of the emulation of units under the Hue City Social Insurance. This agency sets a target that by 2025, the non-cash payment rate will reach 75-84% for pensions and monthly social insurance benefits, 98% for one-time social insurance, and 99.9% for unemployment benefits (in which Thuan Hoa Social Insurance is selected as the pioneer unit).
The policy of paying social insurance without cash not only contributes to improving management efficiency and reducing administrative costs, but also represents an important step forward in the digital transformation process of the Vietnamese social insurance industry, aiming to serve people better, more transparently and more modernly.
