Ho Chi Minh City strengthens handling of technical infrastructure incidents during the rainy and stormy season

The Ho Chi Minh City Department of Construction requires technical infrastructure management units to proactively coordinate in handling incidents, especially in conditions of high tides, storms and extreme weather.

Accordingly, incidents in the fields of green parks, drainage, urban lighting and water supply must be reported promptly upon occurrence.

Specifically, fallen trees; incidents affecting people's safety, health, and property; situations causing insecurity and disorder. Drainage systems collapsing, manholes damaged, manhole covers missing causing danger; flooding due to rain and tides. Water supply systems temporarily suspended or stopped supplying water according to regulations; broken pipes, leaks causing loss; river water contaminated with salt exceeding the threshold; oil spills. Urban lighting systems such as electrical short circuits, fallen lamp posts, broken wires causing accidents.

Immediately upon an incident, the unit head or assigned person must notify the Department of Construction leadership (through the Deputy Director in charge of the field and the Technical Infrastructure Department) by phone, text message or official communication applications. The report must clearly state the type of incident, time, location, damage and handling plan.

In addition to the prompt report, units must continuously update the progress until the incident is resolved and submit a written summary report within 24 hours of the incident ending. The report must clearly state the cause, handling measures, extent of damage and proposed recommendations.

The Department of Construction emphasized that heads of relevant units and enterprises must take full responsibility for updating and reporting promptly; at the same time, coordinate with local authorities and people to build effective channels for receiving and responding to information.

This regulation is also implemented consistently with the Regulations on coordination in receiving, processing and responding to information according to Decision No. 4874/QD-UBND dated October 26, 2023 of the Ho Chi Minh City People's Committee.
