Implementing the Project "Innovation and improvement of vocational education quality in Hai Phong city by 2030, vision to 2045"

(Haiphong.gov.vn) - The City People's Committee has just issued Decision No. 3473/QD-UBND approving the Project "Innovation and improvement of vocational education quality in Hai Phong city by 2030, with a vision to 2045".

The project was built with the view that innovation and improvement of the quality of vocational education is an important and long-term policy and solution, creating a breakthrough in human resource development, especially highly skilled human resources, creating a driving force to promote industrialization and modernization of the city; contributing to the implementation of the city's three main economic pillars: high-tech industry, seaport - logistics, tourism - trade; successfully implementing Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.

The Department of Labor, War Invalids and Social Affairs propagates and disseminates legal education in the field of vocational education.

The objective of the Project is to continue to innovate, ensure the scale and structure of occupations, create a strong change in the quality and effectiveness of vocational education in the city, vocational training is associated with the needs of the labor market, employment and socio-economic development requirements of the city; create a breakthrough in human resource development, especially high-quality vocational workers; proactively participate in the international labor market; focus on training skills and foreign languages for workers to meet the requirements of promoting industrialization, modernization and international integration of the city.

By 2045, the city's vocational education strives to meet the demand for highly skilled human resources, becoming a leading locality in vocational education development in the country and in the ASEAN region, catching up with the world's advanced level, with outstanding capacity in a number of training fields, industries and occupations.

To achieve the set goals, it is necessary to strengthen the leadership and direction of Party committees and authorities at all levels, the participation of the entire political system; promote the role of the Vietnam Fatherland Front and socio-political organizations of the city. At the same time, it is necessary to improve the effectiveness and efficiency of state management of vocational education; develop and improve the quality of teachers, artisans, experts, vocational trainers and vocational education managers of the city. Along with that, it is necessary to accelerate digital transformation, standardize conditions to ensure quality in vocational education activities; promote close connection between vocational education and businesses and the labor market; increase resources and efficiency of resource investment in vocational education; proactively and effectively improve international integration in vocational education.

In particular, to improve the effectiveness and efficiency of state management of vocational education, it is necessary to organize the implementation of the Plan for developing the network of vocational education institutions according to the City Planning for the period 2021-2030, with a vision to 2050; effectively deploy the Vietnam National Qualifications Framework for vocational education levels and the national vocational skills framework; research and consider the establishment of the City Vocational Education Development Council; effectively innovate, disseminate and educate on the law on vocational education; perfect the management apparatus of vocational education institutions; implement measures to promote regional linkages with neighboring provinces/cities (Hanoi, Thai Binh, Quang Ninh, Hai Duong, Bac Ninh, etc.); strengthen career guidance in general education, effectively implement streaming, and increase the rate of junior high school and high school students entering vocational education; building a unique city identity to support vocational training...
