School in Hai Phong pays parents for fundraising to buy equipment

TPO - Vinh Niem Secondary School, An Bien Ward (Hai Phong City) has requested to stop the campaign and return the money received from parents to purchase classroom equipment for grade 6.

Talking to Tien Phong, Ms. Nguyen Thi Tinh - Chairman of the People's Committee of An Bien Ward ( Hai Phong City) said that the locality has requested the Principal of Vinh Niem Secondary School to report and explain about the reflection of social mobilization and purchasing of classroom equipment at the beginning of the year.

Previously, parents of 6th grade students at Vinh Niem Secondary School (An Bien Ward, Hai Phong) reported that at the beginning of the school year, parents were mobilized to contribute money to purchase classroom equipment.

This includes purchasing a television, fan, teacher’s desk and filing cabinet, sliding wall board, air conditioner installation fee… with a total amount of nearly 34 million VND. Each parent contributes about 1 million VND/student, the remaining money goes to the class fund.

Vinh Niem Ward People's Committee informed that Vinh Niem Secondary School has reported and explained the incident that occurred in grade 6.

The school denied that it had asked parents of 6th graders to contribute money to buy equipment and said that some parents were so concerned that they proactively contributed money to buy equipment.

Ms. Bui To Nhan - Principal of Vinh Niem Secondary School said that on Saturday (September 13), these parents had someone install some equipment in the classroom without the school being notified.

After receiving feedback, on September 16, the Board of Directors of Vinh Niem Secondary School requested to immediately stop the campaign and purchase. The amount received from parents was returned and the homeroom teacher was asked to thoroughly inform parents about the implementation of educational sponsorship regulations.

Previously, on September 12, the Department of Education and Training of Hai Phong issued an official dispatch to the People's Committees of 114 communes, wards, special zones and educational institutions in the area on strengthening discipline, publicity and transparency in the collection of fees at educational institutions in the 2025-2026 school year.
Hai Phong Department of Education and Training requires absolutely no "overcharging" at the beginning of the school year. All fees must have a legal basis, clearly publicized in terms of the list, fee level, subjects, time and method of collection. Do not set fees outside of regulations, do not combine multiple fees, and do not collect multiple periods in advance.
Heads of units are fully responsible for all revenues and expenditures in the unit. They are accountable to students, parents, management agencies and society for each revenue item. In case of over-collection or illegal revenue and expenditure, the head must take responsibility.
