The Government 's Resolution on piloting the crypto asset market in Vietnam has officially taken effect, lasting 5 years.
Notably, according to the new regulations, domestic and foreign investors are only allowed to trade through organizations providing crypto-asset services licensed by the Ministry of Finance . After 6 months from the date the first unit is licensed, all trading activities outside the official system will be handled according to the level of violation, and may even be prosecuted criminally.
So how should investors understand this regulation and what should they do to avoid being penalized for violations?
Calm down, don't panic
Speaking with Tuoi Tre Online, Ms. Trang Phung - CEO of U2U Network - said that instead of seeing this as a "tightening" regulation, she sees this move as an effort to create a "safer corridor" for Vietnamese investors.
For many years, investors have been trading with countless potential risks: exchanges can crash at any time, assets can be frozen for no reason, and when there is a dispute, we have almost no legal basis to protect ourselves.
So it's time we get on the "national highway". This road may be new at first, but it is built with clear standards and rules.
"The 6-month period is the time for us to move together," Ms. Trang Phung advised investors not to panic, but to stay calm.
"Let's start learning about the criteria of a licensed exchange in Vietnam according to the resolution. These are units with large legal capital, transparent operating procedures and are subject to supervision by authorities," U2U Network CEO emphasized.
At the same time, Ms. Trang Phung said "we should wait for official information". The Ministry of Finance will be the agency to announce the list of licensed units. Please follow the official information channels to make a decision to move your assets to the right and safe place.
Mr. Le Bao Nguyen - Deputy General Director of SSI Digital - also said that this regulation is also aimed at protecting the legitimate rights of investors. Because only licensed organizations with financial, technological and risk management capacity are allowed to provide services.
He noted that the most important thing is to clearly understand the 6-month mark, and from then on only transact through officially licensed platforms. This not only helps to comply with the law, avoid the risk of being processed, but also ensures the safety of assets and rights in the event of a dispute.
"Absolutely avoid trading on unlicensed platforms, even if they may be attractive due to incentives or high interest rates. Equip yourself with basic financial knowledge and only invest within your risk tolerance, instead of following the crowd effect," Mr. Nguyen recommended.
Vietnam only allows trading a few hundred, but what about millions of codes out there?
Many investors worry: "If Vietnam opens an exchange but only allows listing of a few hundred codes, while the global market has millions of codes, what should we do?"
On this issue, Ms. Trang Phung believes that this is the time for a shift in thinking: from chasing "quantity" to focusing on "quality", especially in the early stages.
According to the CEO of U2U Network, among the millions of tokens out there, there are countless scam or poor quality projects. The fact that licensed exchanges in Vietnam carry out a strict listing process is the first step to protect investors from those risks.
The resolution also states that the service provider (exchange) will be the unit that selects the type of crypto assets to be traded and reports to the Ministry of Finance. This means that there will be a selective mechanism, prioritizing assets that: have practical use value, have transparent underlying assets, are clearly priced, have a reputable development team and roadmap.
"In the early stages, safety and quality must be put first. A safe portfolio with 50 quality assets is much better than a risky portfolio with 5,000 assets of unknown origin," said Ms. Trang Phung.
