On the afternoon of October 2, the Ministry of Finance and the Ministry of Industry and Trade jointly announced changes to retail gasoline prices. The effective time is from 3:00 p.m. the same day.

Accordingly, the regulatory agency decided to increase the price of E5 RON 92 gasoline by VND10/liter and RON 95 gasoline by VND40/liter. After adjustment, the retail price of E5 RON 92 gasoline is VND19,620/liter and RON 95 gasoline is VND20,200/liter.

Diesel oil increased by 380 VND/liter to 19,030 VND/liter, kerosene increased by 380 VND/liter to 19,000 VND/liter; fuel oil increased by 170 VND/kg to 15,370 VND/kg. The management agency still maintains not to draw from or spend from the price stabilization fund.

Thus, domestic gasoline prices have increased again after only one decrease. Since the beginning of the year, RON 95 gasoline has increased 23 times, decreased 18 times. Diesel has increased 21 times, decreased 18 times and remained unchanged once.

The fuel price stabilization fund of some key enterprises still recorded a large positive level because this fund has not been used in many recent management periods. The fund balance as of the end of the second quarter was more than 5,614 billion VND. Of which, the balance at the Vietnam National Petroleum Group ( Petrolimex ) accounted for half, at 3,084 billion VND.

In another development, the Politburo issued Resolution 70 on ensuring national energy security until 2030, with a vision to 2045. Accordingly, regarding the petroleum sector, the Politburo requires the target that by 2030, oil refineries will meet at least 70% of domestic petroleum demand; and petroleum reserves will reach about 90 days of net imports.

The Politburo requested to continue attracting investment in the petrochemical sector towards deep processing, improving the quality of petroleum products, meeting domestic demand and aiming for export in accordance with market demand and the energy transition roadmap.

In addition, develop and implement a national energy reserve strategy; a strategy for managing, using, reserving and protecting strategic minerals to serve energy development. Invest in building a system of crude oil, gasoline, gas and coal reserves in accordance with the needs of socio-economic development and national energy security both on land and at sea.

In particular, the Politburo also requested to encourage private enterprises to participate in investment projects in energy storage infrastructure such as storage batteries, LNG warehouses, gasoline and oil warehouses both on land and at sea.
