From a call to a command of the heart

Today, July 1, the two-level local government apparatus in 34 provinces and cities across the country officially began operating simultaneously. The merger of provincial and commune-level administrative units was carried out in the spirit of "speed, even faster" with the main goal of accompanying and advancing with the aspiration of a strong Vietnam by 2045 - on the occasion of the 100th anniversary of the founding of the country.

Speaking at the sacred moment when Ho Chi Minh City was newly established (merging 3 localities of Ho Chi Minh City, Binh Duong province, Ba Ria - Vung Tau province), General Secretary To Lam stated: "This is a challenge, but also a historic opportunity. The success of the new city cannot come only from documents or resolutions, but must come from consensus among the people, determination in leadership, and dedication in implementation."

That is the command from the heart and the deep - broad, early - far-sighted vision of the Party that just a year ago, few people could have imagined the speed of transformation, restructuring of the administrative apparatus, institutional reform and organization of the political system to be completed and quickly put into operation as today.

That revolutionary experiment has initially demonstrated success in forming a streamlined, synchronous government apparatus restructured on a modern governance framework, promoting grassroots values ​​- that is, ensuring the task of being close to the people, creating and serving the people.

As the new Secretary of the Ho Chi Minh City Party Committee, Comrade Nguyen Van Nen, affirmed in his response: "The only correct measure in all reforms is the enjoyment of the people and the quality of life of the people of this city."

He also emphasized: The decision to assign the mission, role, and responsibility to Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau to become the new Ho Chi Minh City is not only a sentiment for the past and a responsibility for the future. This is not a matter of trend but a matter of development law.

That is like a convergence of power of the times, if looking back at the recently issued resolutions. We can mention: Resolution 202/2025/QH15, marking the historical milestone of merging 63 provinces and cities into 34 new administrative units to streamline the apparatus, promote socio-economic development and regional linkages; Resolution 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently; Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 68-NQ/TW on private economic development.

The resolutions are born from the demands, requests, and urges of the country's reality. Because they are based on life, as soon as they are issued, they are quickly accepted and moved by life. Applying and utilizing the above mentioned tools in a synchronous, drastic, and objective manner will create opportunities for double-digit growth, which is a necessary condition for development.

In practice, the key and essential issues have been raised and put into operation, but to be synchronous, to demonstrate the spirit of concrete action, to lead the implementation direction, to create products from documents - resolutions of revolutionary nature, this is the clearest and most fundamental time. Therefore, it simultaneously resolves the shortcomings and instability of the past and anticipates and determines the future - "the matter of the law of development" is exactly at that point.

An interesting image: Right before the announcement of the decision to operate the new city, General Secretary To Lam and leaders of Ho Chi Minh City went to survey and work in Xuan Hoa ward and Tan Vinh Loc commune. Instead of all words, there were actions at the grassroots level, witnessing and discussing issues that were "neat and neat" and continuing to promote so that "no matter what the people need, have needs, or are facing difficulties, we will focus on solving them immediately. If it is beyond the authority, we will promptly report to Ho Chi Minh City and the Central Government. We must not think that this is the responsibility of this ministry or this is the responsibility of the city level". From the heavy nature of administration and management, the ward level now has to truly create and serve the people - the change has been named and specifically pointed out like that.

“Let every working day be a day of creation. Let each person be a soldier on the front of innovation. Let the revolutionary spirit attack strongly, resolutely and creatively, imbuing the national soul in every action, every decision and every step of development”, that is not only the call of the General Secretary to all people but also the command from the heart - of an outstanding citizen, the head of the Party to the heart - of all citizens, Vietnamese people everywhere, creating an endless source of patriotism, inspiring work, creativity and dedication from the new moment.
