On December 17, Loc Ha District Police ( Ha Tinh ) has just issued an administrative penalty notice to P.D.D. (born in 1986, residing in Nghi Xuan District) for stopping the vehicle causing traffic congestion and driving the vehicle not to the right in the direction of travel.

P.D.D was identified as the driver of the Mercedes with license plate 38A-271.xx that stopped in the wrong direction in the middle of the road, causing traffic obstruction on Provincial Road 547 (Ha Tinh coastal road) in Thinh Loc commune (Loc Ha district).

For the above two violations, the fines for driver P.D.D. are 2 - 3 million VND and 4 - 6 million VND respectively, with an additional penalty of having his driver's license revoked for 1 - 3 months.

Previously, at about 4:25 p.m. on December 12, Mr. D.QN drove a container truck with a Hai Phong license plate, traveling on the coastal road of Ha Tinh.

At the section passing through Thinh Loc commune (Loc Ha district), the tractor trailer was approached by a red Mercedes-Benz C-Class car with license plate 38A-271.xx, traveling in the opposite direction, and stopped head-on.

The Mercedes-Benz driver then got out while the car was still stopped in the wrong direction in the middle of the road, despite being obstructing the container truck and other vehicles.

After "talking" to the tractor driver, the male Mercedes-Benz C-Class driver left, leaving the vehicle stopped in the opposite direction in the middle of the road. The tractor driver was forced to steer the vehicle into the opposite lane in order to continue moving.
