Government online conference with localities

The Chairman of the Provincial People's Committee chaired the online conference at the Son La province bridge.

The conference focused on discussing the socio -economic situation, allocation and disbursement of public investment capital, implementation of national target programs in September, the third quarter and the first 9 months of 2025; direction and administration of the Government and the Prime Minister, implementation of assigned tasks, administrative procedure reform; implementation and operation of the 2-level local government model; tasks and solutions in the coming time.

According to the report of the Ministry of Finance and central ministries and branches, the socio-economic situation of our country in September and the first 9 months of the year continued to trend positively, achieving many important results in most areas. In particular, the macro economy was basically stable, inflation was controlled, economic growth was high, and major balances of the economy were ensured. GDP growth in the third quarter was estimated at about 8.22%, the highest level in the same period since 2011; the total for the first 9 months was about 7.84%. The average consumer price index (CPI) in the first 9 months increased by about 3.38% over the same period. The state budget revenue in the first 9 months was estimated at about 1.92 million billion VND, equal to 97.9% of the estimate. Deficit, public debt, government debt, and national foreign debt were well controlled. Total import-export turnover in the first 9 months reached about 680.66 billion USD, up 17.3%; Trade surplus is estimated at about 16.82 billion USD. Disbursement of public investment is estimated at about 454.5 trillion VND, reaching 51.4% of the plan.

Many transport and energy infrastructure projects and works were completed and put into operation, including the simultaneous commencement and inauguration of 250 works and projects with a total capital of over 1.3 quadrillion VND. Total registered foreign direct investment (FDI) capital in the first 9 months reached over 28.5 billion USD, and realized FDI capital reached about 18.8 billion USD, an increase of 8.5% over the same period.

Social security work has been fully and promptly implemented. In the past 9 months, the Government has provided nearly 3.1 trillion VND in support to localities to overcome the consequences of natural disasters. The Government and the Prime Minister have closely and resolutely directed early and remotely the work of storm and flood prevention and control; supporting 2,524 billion VND to 15 localities to overcome the consequences of storm No. 10 and other natural disasters.

Cultural and social fields were promoted, along with the organization of the 80th Anniversary of August Revolution and National Day September 2, the Exhibition of 80 years of the journey of Independence - Freedom - Happiness, many cultural events were organized, leaving important marks. The work of building and perfecting institutions, reforming administrative procedures, improving the business environment, and national digital transformation was strongly promoted.

The work of reorganizing administrative units at all levels and organizing local governments at two levels has been vigorously implemented; proactively and promptly guiding and resolving arising issues. Many of the nearly 3,000 long-standing backlog projects have been focused on and processed. National defense and security potential has been consolidated and enhanced; national independence and sovereignty have been maintained; social order and safety have been ensured; foreign affairs have been effectively carried out.

The conference was held online to the People's Committees of 34 provinces and cities.

To effectively implement the goals for 2025 and the entire term, the Prime Minister requested ministries, branches and localities to focus on widely implementing the peak emulation campaign to achieve achievements in welcoming the 14th National Party Congress, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term. At the same time, closely follow the motto of directing and operating with courage, intelligence, calmness, proactiveness, creativity, flexibility, timeliness and efficiency; grasp the situation, make correct forecasts, handle and resolve problems thoroughly; have specific plans and solutions both in the short and long term, ensuring comprehensiveness, focus and key points in accordance with the direction of the Central Committee, the Politburo, the Secretariat, the General Secretary, the Government and the Prime Minister, with the spirit of: "Actively strengthening, striving for success, not leaving the people behind, being diligent, creative and highly effective".

On that basis, Prime Minister Pham Minh Chinh directed ministries, branches and localities to focus on implementing 3 key tasks: Accelerating the disbursement of public investment capital, removing difficulties for production and business, striving for growth of 8.3 - 8.5%. Promoting the development of science, technology, innovation, digital transformation in all sectors, fields and localities. Promoting the resolution of difficulties and obstacles, synchronous and effective operation of local governments at 2 levels, creating all favorable conditions for people and businesses.

Before the Conference, at the Government headquarters, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, chaired the launching ceremony of the emulation movement to welcome the 14th National Party Congress, accelerating and breaking through to successfully complete the goals of the Resolution of the 13th National Party Congress.

The Prime Minister called on all levels, sectors, localities, each cadre, party member, civil servant, and public employee, especially the leaders, to be exemplary, to innovate their thinking, to be determined to act, to contribute to the people, and to create development. The business community, entrepreneurs, and workers are the center, working enthusiastically and creatively, contributing to building an independent, self-reliant, and effectively integrated economy. All classes of people continue to promote patriotism, solidarity, maintain security and order, protect the environment and the Fatherland. The Prime Minister believes that the peak emulation period will arouse the spirit of solidarity, the desire for development, and the unlimited creativity of all people, creating the driving force to successfully complete strategic goals, bringing the country firmly into the era of strong, prosperous, civilized, and happy development.
