Provincial People's Committee held a meeting to urge the implementation of two national target programs.

On May 24, comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting to evaluate the two national target programs (NTPs) on sustainable poverty reduction (SPR) and socio -economic development (SE) in ethnic minority and mountainous areas (EM&M) in May 2024. Attending were representatives of leaders of departments, branches, sectors and localities.

In 2024, the total capital for implementing the two programs assigned by the Provincial People's Committee is over 556 billion VND, of which the GNBV program is over 196 billion VND, the socio-economic development program for ethnic minority and mountainous areas is over 359 billion VND. In general, since the beginning of the year, the work of inspecting, urging, and supervising the progress of implementation and disbursement of capital for the programs has been regular and continuous, with close coordination between departments, branches, and localities. All levels and branches have strengthened inspection, supervision, listening, and receiving recommendations from localities, promptly removing difficulties and obstacles. Some localities have actively and proactively researched and had appropriate solutions to speed up the implementation progress. As a result, more than 160 billion VND has been disbursed, reaching 23.7% of the plan. However, in the implementation process, there are still some difficulties and limitations such as: Mobilizing resources to implement programs in localities has many difficulties in arranging local budget counterpart funds; the main resources are support capital from the state budget. The disbursement rate of career capital has not reached expectations.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to resolutely and synchronously implement solutions to accelerate the progress of implementing the two national target programs to ensure the plan and requirements set out; to uphold the sense of responsibility of leaders in directing and operating. Localities need to urgently review and give opinions in issuing Resolutions related to the programs; promptly approve, examine and appraise projects based on allocated capital sources; arrange responsible and highly specialized staff in consulting and implementation work; strengthen inspection, supervision, reminder and urging of localities to deploy and implement the programs. Investors (Ethnic Minority Committee, District People's Committees) strive to complete the disbursement of public investment capital plans in the second quarter. Standing agencies arrange weekly meetings to promptly monitor results, grasp and handle difficulties and problems to remove them for units and localities... contributing to ensuring 100% disbursement of capital by the end of 2024.
