The Provincial People's Committee held a meeting to listen to the plan to adjust planning targets, land use plans and deploy land use planning for 2025.

Implementing the direction of the Provincial People's Committee, the Department of Natural Resources and Environment (DONRE) proposed to implement the plan to adjust the allocation of land use planning targets for districts and cities according to the provisions of the draft Decree detailing the implementation of a number of articles of the 2024 Land Law; targets for adjusting land types are unified according to the allocation data in the Provincial Planning approved by the Prime Minister; important and key projects in the energy sector approved by the Prime Minister in Decision No. 270/QD-TTg dated April 2, 2024 and supplemented with an increase in natural area to implement sea encroachment projects and build seaports in Thuan Nam district and Ninh Hai district. Regarding the implementation of land use planning for 2025 at the district level, the Ministry of Natural Resources and Environment has not yet issued a guiding circular, a summary explanatory report, a method for developing planning forms, a sample table of approval decisions, and symbols of land codes, so there is no basis for implementation. While waiting for the circular to be issued, the Department of Natural Resources and Environment recommends that the Provincial People's Committee assign districts and cities to coordinate with departments, branches and relevant units to review and synthesize works and projects in need in 2025 to include in the 2025 land use plan as a basis for implementation.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested that districts and cities base on the Provincial Planning and land use needs of sectors and fields to review and synthesize proposals for land use planning indicators according to the needs of each locality to serve as a basis for adjusting and organizing the allocation of appropriate land use planning indicators. Relevant functional sectors proactively guide localities to review the list of land recovery projects and land use purpose conversion; at the same time, consider selecting feasible projects to include in the 2025 land use plan to ensure quality and compliance with regulations.
