With generous incentives, Hanoi attracts strategic investors

Accordingly, based on Resolution No. 17/2025/NQ-HDND dated July 9, 2025 of the City People's Council regulating the attraction of strategic investors and related legal regulations, the City People's Committee requests the Department of Finance to preside over the review and development of a list of projects to attract strategic investors according to the Capital Law and Resolution 17/2025/NQ-HDND of the City People's Council.

At the same time, the Department of Finance will develop procedures and information disclosure forms, procedures for selecting strategic investors; mechanisms for monitoring and evaluating the effectiveness of commitment implementation; coordinate in developing investment incentive mechanisms, focusing on strong incentives for R&D projects, technology transfer, and high-tech human resource training.

The City People's Committee requested the Management Board of Hanoi High-Tech Parks and Industrial Parks to take the lead in attracting strategic investors in high-tech parks and industrial parks; announce a list of priority projects, capacity and experience requirements, and conditions for identifying strategic investors; receive and examine dossiers, select investors, and handle investment procedures.

Hanoi City Tax guides and implements investment incentive policies for strategic investors; inspects and supervises the implementation of tax incentives and handles problems.

Customs Branch of Region I implements preferential customs procedures for projects of strategic investors according to the Capital Law; creating favorable conditions for quick and transparent customs clearance.

The city's departments, branches and People's Committees of communes and wards review and propose projects in priority sectors and fields according to Resolution 17/2025/NQ-HDND of the City People's Council; perform related tasks in attracting, implementing and post-investment management of projects to attract strategic investors.
