Recently, Hai Duong Provincial Police organized an announcement of letters of commendation, rewards, and extraordinary allowances from the leaders of the Ministry of Public Security, the Chairman of the Provincial People's Committee, and the Director of the Provincial Police Department to the forces participating in solving the gold shop robbery case on the evening of June 7 in Kim Thanh district.

At this event, Colonel Bui Quang Binh, Director of Hai Duong Provincial Police, spent a lot of time talking about the special role of the commune police force.

"I still love my job very much"

Colonel Bui Quang Binh shared that when he received information about the robbery, he was so anxious that he walked out to the main road and waited for the Chief of the Criminal Police Department to arrive so that he could go to the crime scene that same night.

Identifying this as an especially serious case, on the way, he called the leaders of the Ministry of Public Security to report and received timely instructions.

According to Mr. Binh, the reason why the police were able to capture the robber just 7 hours after committing the crime was because the forces organized professional measures well. This is one of the typical cases of implementing professional measures applied in practice under Plan 06 of the Ministry of Public Security.

The Director of Hai Duong Provincial Police analyzed: "Through the investigation of the case, the role of the commune police force has been brought into play very well. They stick to the area very closely, keeping a close eye on the people and households.

When I arrived at the scene and asked the commune police, all the information related to the basic investigation had been gathered. Along with that, the commune police officers of Tien Lang district ( Hai Phong ) were also ready to cooperate responsibly.

Stepping up to the podium to present letters of commendation and awards to individuals, Colonel Bui Quang Binh was impressed with Mr. Hoang Van Tuyen, a part-time commune police officer in Dai Thang commune (Tien Lang, Hai Phong), who is 61 years old this year.

“After receiving the letter of commendation, he said: “I still love my job very much”. I was surprised to hear that. This is a typical example, a story about a responsible part-time communal police officer. I felt very moved, my heart was filled with many different emotions that are difficult to describe in words”, Colonel Bui Quang Binh emotionally recounted.

Mr. Hoang Van Tuyen's enthusiasm also made Colonel Pham Minh Hai, Head of the Criminal Police Department of Hai Duong Provincial Police, admire him.

“Mr. Tuyen is very good! When the criminal investigation of Hai Duong province came and asked about the background of the two robbers, their relatives, and the addresses of the places they often went to, Mr. Tuyen quickly said, "Get on my motorbike and I will take you."

Using an old motorbike, the 61-year-old commune police officer carried our men and led the way for other detectives to surround the house where the two robbers were sleeping inside,” said Colonel Pham Minh Hai.

The Director of Hai Duong Provincial Police frankly admitted that the current part-time commune police force is facing many difficulties and hardships. Mr. Hoang Van Tuyen's statement makes us think again. Many full-time officers have long enjoyed the full benefits of the industry, but somewhere there are still demands and comparisons, neglecting the important roles and responsibilities assigned by the State and the People.

"In the current context, we are submitting to the National Assembly for consideration to build the Law on Forces participating in protecting security and order at the grassroots level, the regular and semi-professional commune police are considered the core force. We still have to rely on this force to create a solid fence to protect grassroots security," Colonel Bui Quang Binh affirmed.

Based on the sharing of the Director of Hai Duong Provincial Police, VietNamNet reporters went to Tram Khe village, Dai Thang commune (Tien Lang, Hai Phong) to meet part-time commune police officer Hoang Van Tuyen.

Meeting us, Mr. Tuyen appeared to be frugal with words, only briefly talking about his 20 years of serving as a commune police officer with the desire to protect the peace of the people.

Mr. Tuyen said: "I took on the task of working as a Commune Police in 2003, when there was no regular force like now. Many times my wife and children advised me to quit because of my old age, low income, and hardship.

However, I can't stay at home peacefully. At night, while I'm sleeping, I hear screams and the sound of motorbike exhausts and I instinctively wake up.

I am determined to stick with my job in the hope of making a small contribution to the regular communal police force in preventing and eliminating social evils in my hometown."

Back to the time of the gold shop robbery, that night Mr. Tuyen was on duty at the Dai Thang Commune Police Station. At dawn on June 8, he received a request to assist Hai Duong Provincial Police in capturing the criminals.

Mr. Tuyen recounted: “I led those comrades around to grasp the situation. According to information from my teammates, I led them to De Xuyen village, straight to the mother’s house of the suspect Luong Van Dat.”

At the house above, the police force raided and discovered 2 suspects sleeping. Hearing the noise, the 2 suspects ran away, 1 suspect jumped into the ditch next to the house and was arrested by the police force waiting in ambush. The other suspect ran to the roof and jumped to the roof next to the house but could not escape.

Speaking more about the story of coordination in solving the case, Lieutenant Colonel Tran Duc Canh, Chief of Dai Thang Commune Police, said that when directed, the unit mobilized maximum force to support and participate in solving the case.

The two suspects do not reside in Dai Thang commune but in Tien Cuong and Tu Cuong communes. However, by keeping a close watch on the household and the person, the commune police knew very well that the suspect Luong Van Dat's family lived in De Xuyen village, where he often took his friends.

"Dai Thang Commune has 5 villages with 5 part-time commune police officers. Each officer is assigned to be in charge of the village where he lives to increase his responsibility. Mr. Hoang Van Tuyen was assigned to be in charge of Tram Khe village. However, with a high sense of responsibility, Mr. Tuyen still has a clear understanding of the situation in De Xuyen village, so when needed, he can coordinate so well," said Lieutenant Colonel Tran Duc Canh.
