Vietnam needs to move quickly and boldly to develop a comprehensive innovation ecosystem.

On the afternoon of October 2, in Hanoi, Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Government's Steering Committee on Science, Technology, Innovation and Digital Transformation, attended the Forum "Promoting Innovation and Development of Strategic Technology Industries".

The forum was chaired by the Ministry of Finance, the National Innovation Center (NIC), in coordination with the World Bank (WB), Qualcomm Group, Meta Group and the Global Green Growth Institute (GGGI) in Vietnam, within the framework of the National Innovation Day and the Vietnam International Innovation Exhibition 2025.

On behalf of the Government, the Prime Minister and the Deputy Prime Minister acknowledged and commended the Ministry of Finance and NIC for their coordination with the Ministry of Science and Technology, ministries, branches and localities, in continuously developing the innovation ecosystem and strategic technology industries of Vietnam in recent times; at the same time, highly appreciated the enthusiastic comments of leaders of ministries, branches, enterprises, international organizations, the business community and experts at the Forum.

Analyzing the regional and world situation and identifying major trends that are having a strong and profound impact on the current fields of science, technology and innovation, the Deputy Prime Minister affirmed: "Vietnam is not outside of that 'game'".

The Deputy Prime Minister stated that General Secretary To Lam affirmed that science, technology, innovation, and digital transformation must be considered the golden key and vital factor to overcome the middle-income trap and move towards the goal of becoming a developed country by 2045. Along with that, the draft document submitted to the 14th National Party Congress also identified science, technology, and innovation as "top important breakthroughs", "main driving forces" for the new development stage, and important fundamental factors to re-establish a sustainable growth model.

Vietnam needs to move faster, more decisively and more boldly to shorten the gap with the world, "step by step catching up, moving forward together and surpassing". With the motto "if you want to go fast, go alone, if you want to go far, go together" to develop a comprehensive innovation ecosystem, it requires deep integration, especially strategic cooperation with leading economies, prestigious world organizations and technology corporations. Only by taking advantage of intelligence, resources, technology and global cooperation networks can our country accelerate its development and gradually affirm its position on the world technology map.

Reiterating the expectations at the launching ceremony of three innovation networks in the fields of quantum, cyber security and aerospace (held on August 25 at the National Institute of Informatics and Information Technology), the Deputy Prime Minister expressed his delight that the expectations had been quickly transformed into concrete actions, as demonstrated by some initial results. "The initial results are very important," the Deputy Prime Minister said.

To continue promoting achievements and gradually help Vietnam realize its aspiration to become a leading center of science, technology and innovation in the region and the world, the Deputy Prime Minister called on ministries, branches, localities, experts and domestic and foreign partners to join hands and accompany Vietnam in implementing a number of specific tasks.

The Deputy Prime Minister requested NIC to continue promoting its core role in Vietnam’s innovation ecosystem. This includes developing innovation networks and Vietnamese and Vietnamese-origin experts in new technology industries; connecting with technology corporations and international organizations; and soon forming strong research groups capable of leading in a number of strategic technology industries...

Ministries, branches and localities focus on removing institutional, infrastructure and human resource bottlenecks, first of all, perfecting and soon putting into practice laws in the fields of science, technology and innovation submitted to the National Assembly for approval at the upcoming 10th Session.

In addition, innovation networks and strategic technology experts continue to play the role of "extended arms", accompanying the Government, ministries, branches and domestic enterprises. Experts proactively participate in the process of strategic planning, policy making, promoting research, development and application of new technologies, thereby contributing to solving major challenges, from pressure to create motivation, turning the country's "difficult problems" into "new opportunities" for the future.

The Deputy Prime Minister called on technology corporations and international organizations to continue to accompany Vietnam, expand investment cooperation, link research with application and technology transfer. In particular, jointly develop "Made by Vietnam" products, researched, designed and produced by Vietnamese people, for Vietnamese people and consumers around the world; thereby, bringing Vietnam to a "higher step" in the global value chain and affirming its position on the world technology map.

The subjects of the domestic innovation ecosystem (institutes, schools, businesses, startups, scientists...) must rise up, proactively grasp "new trends", and become "pioneers in the development of science and technology, innovation and national digital transformation".

Previously, Deputy Minister of Finance Nguyen Duc Tam said that the Forum is of special importance, an opportunity to exchange visions, share experiences, and affirm Vietnam's determination to put innovation and promote strategic technology industries at the heart of the country's socio-economic development strategy.

The Ministry of Finance will continue to direct the NIC, five innovation networks and experts in strategic technology fields to promote the role of connecting Vietnamese intelligence globally, seeking resources, promoting public-private cooperation and international cooperation to address economic challenges, realizing the aspiration of making Vietnam an important link on the global technology map.

Accordingly, the Forum witnessed the components of the innovation ecosystem realizing their commitment to developing strategic technology industries, including: WB published the report "Creating Vietnam's semiconductor future: Breakthrough from technology talent and innovation"; NIC and JICA, with the strategic accompaniment of BCG, announced the "AI Startup Acceleration Program: VietLeap Accelerator 2025"; Qualcomm and Meta committed to promoting R&D and developing supply chains in Vietnam; Japan committed to cooperating to accelerate startups and develop technology human resources; Vietnam's chip design startup (Hyphen Deux incubated by NIC) entered the international market with control chips manufactured at TSMC's factory.

Within the framework of the Forum, the Ceremony to announce initiatives to implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation took place. The initiatives were initiated by NIC and 5 innovation and expert networks in the fields of AI, semiconductors, cybersecurity, quantum, aerospace and UAV.
