Hiep Phuoc Commune proposes to build new headquarters

On the afternoon of October 20, Working Group No. 2, headed by Mr. Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, had a meeting to supervise the implementation results of Plan No. 249-KH/UBKTTW of the Central Inspection Committee in Hiep Phuoc commune, Ho Chi Minh City.

Proposal to retain non-professional staff

At the meeting, representatives of Hiep Phuoc commune raised a series of difficulties and problems in the process of implementing the 2-level local government model. After being transferred 1,065 tasks from the district level, the People's Committee of the commune now has 3 specialized departments and 1 Public Administration Service Center, the workload has increased while the staffing has not met the requirements.

The commune proposed that there should be a flexible, multi-criteria staff allocation mechanism, implementing the "framework staffing" mechanism for communes, wards, and special zones, and "supplementary staffing" for special areas such as large areas, large populations, and many industrial parks. At the same time, the commune proposed to retain the non-professional staff expected to retire before May 31, 2026, to take on the tasks with new staff and civil servants.

Regarding facilities, the People's Committee of Hiep Phuoc commune reused the headquarters of the People's Committee of Long Thoi commune (formerly), but the facilities, offices and equipment have not yet met the working needs of officials and civil servants. The headquarters of the Party Committee, the Police... are arranged far apart; especially the Public Administration Service Center is temporarily located in the old parking lot, with cramped working conditions and lack of equipment. The People's Committee of the commune has sent a document to the Department of Construction and the Department of Finance, proposing to build a new headquarters on a land area of more than 12,000m² on Nguyen Van Tao street, ensuring working space and serving the people.

In the work of compensation and site clearance, Hiep Phuoc commune proposed that the City soon issue instructions to allow the establishment of public service units that are self-sufficient in regular expenses under the commune to proactively implement public investment projects, site clearance compensation work and service units providing essential services in the area.

At the meeting, Hiep Phuoc commune also raised difficulties in education . The commune currently has 11 schools at all levels (4 kindergartens, 5 primary schools, 2 secondary schools). Due to the pressure of increasing population every year, schools lack classrooms and have to make full use of functional rooms to ensure enough space for students. In addition, the number of students per class in some schools is higher than the regulations, which has affected the quality of education at the school. Hiep Phuoc commune proposed to build an additional primary - secondary school in the near future.

Provide synchronous equipment for communal-level Public Administration Service Centers

Speaking at the meeting, comrade Dang Minh Thong acknowledged and highly appreciated the efforts of the Party Committee, government and staff of Hiep Phuoc commune in the process of operating the 2-level local government model.

He emphasized that despite many difficulties in terms of human resources and facilities, the commune has basically met the requirements of the tasks, the staff has capacity, qualifications and experience, and demonstrates a high sense of responsibility in work.

He suggested that the commune continue to review all remaining tasks and problems, have a plan to overcome them and continue to have specific recommendations.

At the meeting, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, Pham Huynh Quang Hieu, said that by the end of December 2025, 168 communes, wards, and special zones will be fully equipped with equipment, and equipment for transmission lines and network infrastructure will be fully equipped by January 2016.

Regarding this issue, comrade Dang Minh Thong requested the Department of Science and Technology to speed up the progress and ensure uniform and synchronous equipment for the Public Administration Service Centers at the commune level. “It is necessary to review the need to ensure equipment at the Public Administration Service Centers. A standard Public Administration Service Center must be equipped with basic, complete and synchronous equipment; to avoid the situation where some places have it and some do not,” comrade Dang Minh Thong emphasized.

Regarding compensation and site clearance, comrade Dang Minh Thong assigned the locality to proactively make a list of key projects so that the Department of Agriculture and Environment can establish a working group to support and help resolve difficulties right at the grassroots level. He also noted that the commune needs to review the existing public land fund and public assets, assess the ability to use them effectively, and avoid waste or abandonment. On that basis, it is possible to organize auctions and bids for reasonable exploitation to create investment capital for key local projects, especially schools.

In addition, it is necessary to continue to take care of Party development work, focusing on recruitment sources from teachers, health workers , non-state enterprises and residential areas. Along with that, it is necessary to grasp the people's situation, strengthen propaganda, and positively orient public opinion, especially before the 14th National Congress of the Party.
