Speed ​​up construction progress, groundbreaking and inauguration of projects to welcome the 14th National Congress of the Party

On October 21, at the Provincial People's Committee Hall, comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee co-chaired the second meeting to listen to reports on the situation and progress of the implementation of projects scheduled to break ground, start construction, and inaugurate on December 19, 2025 to welcome the 14th National Congress of the Party, term 2025 - 2030.

The meeting was attended by leaders of departments, branches, sectors, and People's Committees of several communes and wards in the province. The conference was connected online to the headquarters of the People's Committees of 6 border communes.

According to the report of the Department of Finance, it is expected that 18 projects and groups of projects will break ground, start construction, and be inaugurated on December 19, 2025. Of these, there are 6 projects and groups of public investment projects, 12 projects with non-budgetary investment. Some large-scale projects include: Tuyen Quang - Ha Giang Expressway Project (Phase 2), Tan Quang section to Thanh Thuy International Border Gate; Tuyen Quang - Ha Giang Expressway Project (Phase 1) through Tuyen Quang Province, with two important milestones: starting construction of a new 8.1 km section and opening technical traffic of 64.5 km; Tuyen Quang - Ha Giang Expressway Project (Phase 1) through Ha Giang Province (old); project to build inter-level primary and secondary boarding schools in border communes... As of mid-October, the progress of project implementation has achieved the set goals. However, there are still some difficulties that need to be resolved, related to issues such as: Determining land origin, site clearance, construction materials, etc.

At the meeting, delegates focused on discussing and frankly clarifying difficulties and obstacles, and discussed solutions to remove them and speed up the implementation of projects according to plan.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc praised the spirit and initiative of departments, branches and localities in deploying and implementing the projects. The Chairman of the Provincial People's Committee emphasized: These are key projects, selected by the province as works to celebrate the success of the 1st Provincial Party Congress and the 14th National Party Congress, which have political significance and create great momentum for the socio-economic development of the locality and are urgent. Therefore, relevant departments, branches and localities should promptly determine specific land prices and submit them to competent authorities for approval; not mechanically, not too perfectionist, everyone must take advantage of the time, running and lining up to ensure progress. If difficulties arise during the process, they must be reported to the province so that they can join hands to resolve them immediately to achieve the set goals.

For the project of building schools in border communes, the Chairman of the Provincial People's Committee assigned the communes to take the initiative in site clearance based on local realities to ensure construction progress. The appointment and selection of contractors must be careful in terms of capital potential, machinery and equipment, and construction experience to carry out construction and construction to avoid delays due to subjective factors.

Regarding the Tuyen Quang - Ha Giang expressway project phase 1, the workload is still very large, the Chairman of the Provincial People's Committee assigned the Provincial Traffic Construction Investment Project Management Board to urge the contractor to focus on human resources, equipment, overcome weather difficulties, and construction materials to complete the technical traffic opening on schedule.

With the projects to renovate and upgrade the revolutionary road from Tan Trao commune to Trung Yen commune; build a road from My Lam mineral spring tourist area to National Highway 2D connecting with Tuyen Quang - Phu Tho expressway and some other non-budget investment projects, departments, branches and localities need to be resolute in implementation, especially the issue of site clearance but also have to ensure the arrangement and stable resettlement for displaced people.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested: The work is very large and necessary, departments, branches and investors must have high determination, great responsibility and have clear solutions, high feasibility to ensure the implementation of the set goals, thereby creating a vibrant competitive atmosphere in the whole province, making achievements to welcome the success of the 1st Provincial Party Congress and the upcoming 14th National Party Congress.
