(GLO)- That was one of the important instructions of comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee at the 1st Ia Mo Commune Party Congress, term 2025-2030, which took place on the morning of August 18.

Attending the Congress were Colonel Nguyen The Vinh - Member of the Provincial Party Standing Committee, Commander of the Provincial Military Command; representatives of leaders of a number of departments, branches and units of the province; and 159 delegates representing 171 party members of 13 party organizations in the entire commune Party Committee.

As a border commune with many difficulties, during the 2020-2025 term, the Party Committee and people of Ia Mo commune have strived to overcome challenges and achieved encouraging results.

Of which, the total cultivated area of ​​the whole commune is more than 3,006 hectares, an increase of nearly 1,428 hectares compared to 2020; the total irrigation capacity of irrigation works in the commune reaches 12,500 hectares; about 70% of rural roads are hardened and concreted.

The average budget revenue growth rate reached 3-5%, the total estimated commune budget revenue during the term was over 73 billion VND (reaching 100.54% of the plan); average income per capita reached 20 million VND/person/year; the poverty rate accounted for 6.81%; the rate of people participating in health insurance accounted for 90.19% of the total population of the commune; the rate of people using clean and hygienic water reached 70%.

Entering the 2025-2030 term, Ia Mo commune has determined its goal to continue mobilizing all resources for development investment; effectively exploiting the commune's potentials and strengths; focusing on agricultural development, especially clean agriculture, high-tech agriculture, industry-construction, trade-services, ensuring rapid and sustainable economic growth.

Along with that, focus on promoting new rural construction associated with improving people's material and spiritual life; maintaining political stability, national defense-security and social order and safety; strengthening foreign affairs, maintaining national border security and sovereignty.

At the Congress, delegates focused on discussing, contributing ideas and agreeing on 33 targets for the 2025-2030 term. In particular, the commune strives to have an average income per capita of 40 million VND by 2030; an average annual increase in local budget revenue of 3-5%; completion of the National Target Program on New Rural Development; a poverty rate of less than 5%; and a rate of trained workers of 50% of the total working-age population.

In addition, every year, strive to have 80% of subordinate Party cells evaluated and classified as having completed their tasks well; 20% of Party cells evaluated and classified as having completed their tasks excellently; 90% of Party members completing their tasks well or better; the annual rate of Party member admission/total number of Party members reaching 2-3%; 83% of Party cell secretaries are also village chiefs.

Speaking at the Congress, Provincial Party Secretary Ho Quoc Dung praised and congratulated the achievements of the Party Committee, government, army and people of Ia Mo commune in the past term. Those results directly contributed to the overall achievements of the province, and are the foundation for the commune to continue to develop more strongly in the coming period.

However, the Provincial Party Secretary also said that, besides the achieved results, the commune still has some shortcomings and limitations such as: economic growth is still slow; the economy mainly relies on spontaneous, small-scale, unsustainable agricultural production; socio-economic infrastructure is still weak, many works are degraded, not meeting the development needs and people's lives; the rate of poor and near-poor households is still high, ranking 2nd among 7 border communes of the province; people's lives, especially ethnic minorities, still have many difficulties; progress in building new rural areas is still low; the application of scientific and technological achievements is not significant; digital transformation and building digital government are still slow.

To continue building a clean, strong and comprehensive Ia Mo Commune Party Committee, bringing the commune to rapid and sustainable development, the Provincial Party Secretary suggested that immediately after the Congress, the new term Party Committee must urgently stabilize the organization, build solidarity and unity in the entire Party Committee; perfect the streamlined, effective and efficient organizational apparatus; promote the exemplary role of key cadres who are proactive, dare to think, dare to do, dare to take responsibility.

Ia Mo Commune continues to review, supplement, complete and effectively implement the Commune Planning for the period 2025-2030, with a vision to 2050 in conjunction with provincial and national development plans; orient development space along four main axes: high-tech agriculture; forest and under-forest economy; trade and services associated with borders; eco-tourism and culture.

The commune must find out the causes of poverty to propose solutions to reduce poverty, determined to have no more poor households; effectively implement the National Target Program on New Rural Development; encourage people to participate in cooperative economic models and link value chains to create sustainable livelihoods.

Implement well policies to ensure social security; preserve and promote traditional cultural heritage associated with community tourism development, gradually improving people's cultural and spiritual enjoyment.

Provincial Party Secretary Ho Quoc Dung also requested Ia Mo commune to ensure national defense and security, maintain territorial sovereignty; maintain regular patrol and control work; strengthen forces to stay close to the grassroots, close to the people, grasp the situation, absolutely not to be passive or surprised in any situation; focus on early and remote prevention work.

Strengthen friendly relations and exchanges with Cambodian border communes; promptly resolve arising incidents, maintain a peaceful and stable environment for development. At the same time, continue to build a clean and strong Party organization and political system.

Innovate the content and methods of leadership, improve the quality of Party cell activities; strengthen the study and follow of Ho Chi Minh's ideology, morality and lifestyle. Improve the leadership capacity and fighting strength of grassroots Party organizations; do a good job of inspection, supervision and enforcement of Party discipline.

"Immediately after the Congress, I propose that the new Executive Committee urgently develop working regulations, action programs, and issue specialized resolutions to specify breakthroughs; especially, there needs to be specific and detailed solutions and measures for each limitation and difficulty pointed out; clearly assign people, tasks, and responsibilities to quickly organize, thoroughly grasp, and effectively implement the Congress Resolution, and soon bring the Resolution into life" - the Provincial Party Secretary emphasized.

The Congress announced the decisions of the Provincial Party Standing Committee on appointing the Party Executive Committee of the commune, the Standing Committee, the Secretary, the Deputy Secretary of the Party Committee; the Inspection Committee, the Chairman, the Deputy Chairman of the Inspection Committee of the Ia Mo Commune Party Committee for the 2025-2030 term. Accordingly, 17 comrades were appointed to join the Party Executive Committee of the commune; comrade Truong Cong Tan was appointed to hold the position of Secretary of the Party Committee of the commune.
