Construction of projects serving APEC 2027 in Phu Quoc must consider "dual goals"

(NLDO)- Investment in projects in Phu Quoc must follow dual goals, both serving the APEC conference and being associated with the common development of Kien Giang and Phu Quoc.

On March 3, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries, branches and Kien Giang province on preparations for the organization of the APEC (Asia- Pacific Economic Cooperation) Summit in 2027 in Phu Quoc city (Kien Giang province).

At the meeting, delegates discussed and assessed the current situation and proposed tasks and solutions to prepare infrastructure and conditions for hosting the APEC Summit. Delegates agreed that the infrastructure in Phu Quoc and Kien Giang basically meets the requirements for hosting the APEC Summit 2027, but additional investment in some infrastructure projects and works is needed.

Kien Giang province leaders also reported a number of related issues and asked for initial approval to prepare for the conference.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the organization of the APEC 2027 Conference is an important event, both fulfilling the political tasks assigned by the Party and State with the goal of ensuring the success of the conference and contributing to promoting the image and development of Kien Giang and Phu Quoc.

According to the Prime Minister, there are only more than 2 years left from now until 2027, so we must be very urgent and make great efforts in the preparation work. The Prime Minister assigned Deputy Prime Minister Nguyen Chi Dung to directly direct the settlement of work related to facilities, infrastructure, and logistics serving the conference; Deputy Prime Minister Bui Thanh Son to directly direct the work related to the content and program of the conference; Deputy Prime Minister Tran Hong Ha to directly direct the handling of work related to land, forests, etc.

Regarding investment in a number of projects and works, the Prime Minister noted that it is necessary to implement them based on existing orientations and planning, and limit the revision of planning to serve APEC 2027 only. The Prime Minister assigned Kien Giang province to clear the land and select locations for the projects.

For clean water infrastructure projects such as lakes and water plants, the Prime Minister said they should be implemented in the form of public investment. Wastewater and waste treatment plant projects should be implemented in the form of public-private partnership (BOT).

Regarding the upgrading and expansion of Phu Quoc and Rach Gia airports, the Prime Minister assigned Kien Giang province as the competent State agency to call for investment in the project under the form of public-private partnership. The Government leader also supported the investment policy to build a convention center in Phu Quoc and could study the construction of more museums, exhibition halls, etc.

The Prime Minister noted that investment and construction need to be calculated very carefully and specifically, ensuring efficiency, avoiding waste, having a long-term vision, being able to exploit tourism, implementing in the form of public-private partnership on the basis of current regulations, if necessary, proposing additional mechanisms, policies, strict management in implementation, preventing corruption and negativity.

In addition, public investment in transport infrastructure projects connecting the airport to the conference venues can be assigned to Kien Giang province as the investor. "Investing in other projects with the dual goal of both serving the conference and being associated with the common development of Kien Giang and Phu Quoc" - the Prime Minister directed.
