Based on lessons learned, the head of the Government emphasized solutions to remove these bottlenecks. That is, focusing on promoting 3 strategic breakthroughs (in institutions, infrastructure and human resources).

In particular, promoting decentralization and allocation of resources, strengthening inspection and supervision to liberate resources and productivity, especially promoting human resources, science and technology, innovation, and digital transformation.

Private sector support and startup promotion

Develop synchronous infrastructure and high-quality human resources. Have a mechanism to attract human resources and retain talents through income, housing, and visa policies to attract scientists, good experts, billionaires, and celebrities.

Develop breakthroughs in science, technology, innovation and digital transformation, ensuring 3-5% of total budget expenditure for science and technology. The investment and business environment must be truly open, building a national single window for investment promotion and attraction so that investors can work at one window, not at many windows, each ministry and branch.

Building a resource mobilization mechanism, including public-private partnership resources, private sector resources associated with strong development of economic sectors.
