Consider transferring over 77.7 billion VND of the provincial budget public investment capital plan in 2024

Capital will be adjusted to completed construction projects with outstanding debt.

This capital reduction request is from resolutions and projects that have not yet allocated detailed capital plans, projects that are unable to disburse all of the allocated capital plan to transfer to other resolutions and projects that need additional capital to pay for completed volume and speed up implementation progress.

In which, additional capital is arranged for resolutions and projects in order of priority: payment of completed volume debt for projects with approved final settlement and completed, handed over, accepted and put into use projects 10.3 billion VND; additional capital for resolutions of the Provincial People's Council to pay off volume debt and strive to complete the resolution targets 12.3 billion VND; payment of completed volume debt according to reality and speed up the completion progress of projects 52.1 billion VND and capital arrangement for projects that the Provincial People's Council has agreed to extend the capital arrangement period 3 billion VND.

According to the Provincial People's Committee, this adjustment is to strive to increase the detailed allocation rate of capital plans for the year and speed up disbursement progress according to the direction of the Prime Minister and central ministries and branches.

According to statistics, the provincial budget public investment plan for 2024 has been assigned and supplemented by the Provincial People's Council during the year by nearly VND 4,712 billion. Up to now, more than VND 4,242 billion has been allocated in detail to sectors and localities (reaching 90.3%).

The remaining unallocated capital plan is nearly 469.8 billion VND; mainly: 20.4 billion VND for basic construction reserve; 75.3 billion VND for debt repayment; nearly 71.9 billion VND for implementing programs and resolutions of the Provincial People's Council and 302.2 billion VND for retained land use revenue.
