In block D01, Nghe An continues to be the top in the country with an average score of 20. Hanoi is ranked 2nd with an average score of 19.89. Ha Tinh is ranked 3rd with an average score of 19.72. Thanh Hoa is ranked 4th with an average score of 19.46. Then Phu Tho is ranked 5th, Quang Ninh is ranked 6th, Hai Phong is ranked 7th, Ninh Binh is ranked 8th, Bac Ninh is ranked 9th, Hung Yen is ranked 10th.
Ho Chi Minh City ranked 11th with an average score of 18.59. At the bottom of the rankings was Cao Bang with an average score of 16.79.

In 2024, Vinh Phuc (old) will lead the country in average score of block D01 with 21,690.
Ranked 2nd is Binh Duong (old) with 21,542 points. Nam Dinh (old) ranked 3rd with 21,538 points. Ranked 4th is Ninh Binh (old) with 21,452 points. Bac Ninh (old) ranked 5th with an average score of 21,282.
For the first time in the average score ranking of 5 popular blocks, Hanoi entered the top 10 with 7th place, with an average score of 21,154.
The remaining localities in the top 10 include: Hai Phong, Ha Nam, Ba Ria - Vung Tau (old), and Ha Tinh.
Ho Chi Minh City (old) ranked 11th with an average score of 20,581.
Meanwhile, at the bottom of the 63 provinces and cities ranking according to the average score of block D01 is Ha Giang (old) with an average score of 14,656 - this is also the only locality with an average score below 15.
The 6 localities at the bottom of the table include: Bac Kan, Lai Chau, Son La, Dien Bien, Cao Bang, and Ha Giang (old).
