The power of consensus in administrative reform

Quang Ninh always identifies administrative reform as a key and continuous task, a driving force for socio-economic development, building the image of a locality leading in innovation and creativity, while forming a culture of commitment and companionship between the government and people and businesses. The province also promotes the role of the Fatherland Front, socio-political organizations and unions in monitoring, supporting, contributing to improving the quality of administrative reform, bringing satisfaction to people and organizations.

The Resolution of the 15th Provincial Party Congress has focused on reforming administrative procedures, associated with improving service quality and public ethics of cadres, civil servants and public employees in handling work with people, organizations and enterprises. Implementing the Resolution of the Provincial Party Committee, the Fatherland Front at all levels and socio -political organizations and unions in the province have promoted their role in monitoring, social criticism and supporting people in handling administrative procedures.

Accordingly, every year to improve the Governance and Public Administration Performance Index in Quang Ninh province, the Standing Committee of the Provincial Fatherland Front Committee has directed the People's Committee and the Fatherland Front Committee at the grassroots level to organize conferences to exchange, evaluate, and draw experience from the survey work on the Governance and Public Administration Performance Index of the previous year and orient issues that need attention in implementation for the following year.

At the same time, direct the strengthening of visual propaganda work at grassroots public administration centers, headquarters of People's Committees of communes, wards, village cultural houses, and residential areas selected for survey on the overview of the Public Administration Performance Index (PAPI). Direct the strengthening of grasping the situation of people and the situation of population movement in surveyed areas, especially new areas; pay attention to considering, resolving, explaining and promptly responding to proposals and recommendations of the people according to authority. At the same time, focus on disseminating and educating the law in residential communities; promote inspection and supervision activities of the Steering Committee for Democracy Regulations at all levels on administrative reform, associated with improving the Public Administration Performance Index. With the leadership and direction of Party committees, authorities, and the Fatherland Front from the province to the grassroots, in the 2020-2025 term, Quang Ninh has led the PAPI Index for 3 consecutive years.

Together with the Provincial Fatherland Front Committee, promoting the role of women in administrative reform, in recent times, the Women's Union at all levels in the area has stepped up propaganda, guiding members to apply digital utilities in handling administrative procedures through 287 fanpages, 1,714 zalo groups, with more than 75,000 members participating, on the channels, posted videos, leaflets instructing how to access VNeID and Online Public Services to perform administrative procedures and pay administrative procedure fees without using cash.

In particular, in implementing digital transformation, the Women's Union has had many new models such as "Association Officers with AI", "Digital Family", "Digital Citizen", the Women's Volunteer Club supporting digital transformation has been formed, encouraging the spirit of "Those who know help those who don't know", creating a learning environment and practicing digital skills widely in the women's community.

Promoting the role of youth in propaganda, mobilization, and guidance on online public services for people, in the 2020-2025 term, Youth Union chapters at all levels established and maintained youth volunteer teams in 100% of communes, wards, and towns, supporting people in completing 158,000 public service records; guiding and building a cashless 4.0 market model; supporting the installation and creation of electronic payment accounts.

In particular, the Provincial Youth Union continued to direct the implementation of "90 peak days of propaganda, support, and guidance for people to handle administrative procedures in the process of implementing two-level local government in the province". Accordingly, the Youth Union chapters at all levels in the province continued to effectively maintain 55 permanent youth volunteer teams with nearly 3,280 youth union members and youth participating in direct support at the Provincial Public Administration Service Center and in communes, wards, and special zones. At the fixed support points at the Public Administration Centers at all levels, the youth volunteer teams focused on guiding people on how to use online public services at levels 3 and 4; register and activate VNeID electronic identification... Thereby supporting over 8,450 people, contributing to improving the quality of service and operational efficiency of the two-level government. In addition to the fixed formations, the Youth Union at all levels maintained the deployment of 45 mobile volunteer support teams in residential areas, with priority given to villages, hamlets, remote areas, border areas, etc. With the motto "going to every alley, knocking on every door", the teams directly approached over 1,390 households, propagandized, instructed on the installation and use of VNeID, popularized basic digital skills and distributed visual materials.

Together with units, the Farmers' Association, Veterans' Association, and Provincial Labor Federation have recently joined hands to promote administrative reform, making joint efforts to contribute to improving the province's administrative reform indexes.

It can be said that promoting the role of the Fatherland Front, socio-political organizations and unions in supervision and support has contributed to improving administrative reform indicators, while bringing satisfaction to people and organizations. Notably, in 2024, Quang Ninh will be in the top 10 localities attracting the largest enterprises in the country.
